Policy on reimbursement of medical expenses by Railways where part payment has been received by the beneficiary through medical insurance claim

Sub: Policy on reimbursement of medical expenses by Railways where part payment has been. received by the beneficiary through medical insurance claim.
Ref: Railway Board’s letter no. 2009 /H /6-4/Policy, dated 28.02.2013.
Railway Board has been receiving representations from various quarters for modifying the extant policy on reimbursement of medical expenses where part payment has been made through insurance claims. After due consideration, in supercession of the above referred letter, the following instructions are issued:
Railway beneficiaries, both serving employees and retired employees (members of RELHS scheme) who have subscribed to Medical Insurance Policies, may be allowed to claim reimbursement both from the insurance company as well as Railways subject to the condition that the total amount of reimbursement from both the sources should not exceed the total expenditure incurred by the beneficiary for the treatment. The beneficiary will make the first claim to the insurance company and thereafter to the Railway concerned, wherever necessary, as per the procedure explained below.
1. The medical claim against the original vouchers/bills would be raised by the beneficiary first to the insurance company, which would issue a certificate, addressed to the concerned CMS/MD indicating the amount reimbursed. The insurance company will retain the original vouchers/bills in such cases and issue photocopies of bills/vouchers duly certified in ink along with stamp of the insurance company.
2. The beneficiary would thereafter prefer his/her medical claim along with photocopies of vouchers/bills duly’ certified, in ink, along with stamp of the insurance company to the concerned MD/CMS through the Health Unit/Hospital where the Medical I card is registered.
3. Medical Department shall scrutinize the Claim as per the extant rules of Railway, ignoring the amount already reimbursed by insurance company, and the amount found admissible, as per Railway approved rates, will be processed fee reimbursement.
4. Reimbursement from Railway will however be limited to the difference between actual amount spent by beneficiary and the amount already reimbursed by insurance company “or” the amount found admissible as per Railway Rules, whichever is lower. (Illustrative examples are enclosed as annexure 1)
5. The fact that the claim has been accepted and processed by an Insurance Company does not confer any validity/legality to the claim as far as reimbursement from Railways is concerned. Reimbursement from Railways shall be done only if the Claim is admissible as per the extant rules of Railways. Just like any other reimbursement claim, it can be rejected at any stage.
These instructions take effect from the date of issue of letter. Past cases shall not be reopened.

Sub: Grant of honorarium to the Inquiry Officer(IO) and Presenting Officer (PO) for conducting Departmental Inquiries in cases other than Vigilance Investigation.
Proposals have been received from various Railways for extending the provision for grant of honorarium to the Inquiry Officer(IO) and Presenting Officer( PO) for conducting Departmental Inquiries in cases other than vigilance investigations.
2) The issue has been considered by the Board and it has now been decided that Non-Vigilance administrative cases also qualify for the same remuneration as applicable to the Vigilance cases as issued vide Board’s letter No. 2009/V-1/DAR/6/I Dt. 22. 9.2011.
2. 1) The rates of honorarium for various posts as and when enhanced by Vigilance Directorate, will automatically be applicable to those conducting Non Vigilance cases.
3) The rates of Non-Vigilance cases will be applicable from the date of issue of the letter.
4) This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Railway schedules now on Google Maps

Commuters will now be able to access Indian Railways schedule on their mobiles as well as desktops using Google Maps. Besides, information on 12,000 trains, the Maps will now offer updated details for bus and metro routes in nine cities, including New Delhi, Chennai, Ahmedabad, Bengaluru, Hyderabad, Kolkata, Mumbai and Pune.

Google Transit, the feature in Google Maps that helps plan travel using public transport, will work on Android or iOS based devices as well as on desktops. Users can choose preferred mode of transport from bus, metro or train and also the time they will like to depart or arrive by. Users will need to type the destination into updated Google Maps, click on 'Get Directions' button and then select 'Public Transit' icon that will now include trains apart from bus, car and walking options.

“We hope that the addition of the Indian Railways schedules pan India and updated information for eight cities to Google Transit in India will make it a little easier to plan your next trip,” said Suren Ruhela, Director, Program Management, Google Maps.

Google Maps offers public transportation schedules for more than one million transit stops globally in 2,800 cities including New York, London, Tokyo and Sydney.

South East Central Railway to hold Pension Adalat



Raipur (R): South East Central Railway (SECR) will hold a Pension Adalat to redress grievances of the retired officials and employees of the Railways at the divisional headquarters at Bilaspur, Raipur and Nagpur, besides Wagon Repair Shop Raipur, Motibag Workshop Nagpur and General Store Depot Raipur, on June 15. In the Pension Adalat officials of all subsequent departments will resolve the problems of retired employees and their families.

According to sources, the retired employees and the families of the deceased Railway employees who have sent their representation to the divisional offices in response to the notification issued, but have not received any communication so far would attend the Adalat for redressal of their grievances.

Telangana Govt to give Subsidized Power to Hyderabad Metro Rail



Hyderabad: In a significant development, Telangana Government has decided to extend subsidized power to Hyderabad Metro Rail project. The Chief Minister K Chandrashekar Rao gave his consent made by project concessionaire in a review meeting held at Secretariat on Wednesday.

According to official sources, the maximum power demand for HMR is 125 mega watts and consumption per day for running trains and stations is nearly 7.63 lakh units. Each train will be consuming nearly 450 kilowatt hours (kwhrs/units) per trip in Corridor–I (Miyapur– L.B. Nagar) and Corridor–III (Nagole–Shilparamam). It would be about 300 (units) per trip in Corridor–II (JBS–Falaknuma) due to less distance. Four dedicated 132 KV sub-stations at Uppal and Miyapur metro depots, Yusufguda and MGBS will be supplying power directly.

PMO asks Bibek Debroy panel to submit Report soon



New Delhi: The Prime Minister’s Office (PMO) has asked the Committee on Railways’ Restructuring headed by economist Bibek Debroy to submit its report at the earliest.

According to sources in the Railway Ministry, the committee may submit its report in June. The committee on Thursday held talks with the trade union representatives to know their views on the “revamping” of Indian Railways.

The committee in its interim report has recommended large scale privatization in all the sectors of railways. It has also proposed scrapping of Railway Protection Force (RPF) and abandoning of welfare programmes.

Overhead Superconducting Electrification Wires on test in Japan



Tokyo: Japan’s Railway Technology Research Institute (RTRI) is claiming a world first after successfully completing trials with superconducting wire in the overhead electrification system of an operational passenger line.

The tests were carried out on the Izuhakone Railway’s 20km Sunzu Line from Mishima to Shuzenji, which is electrified at 1.5kV DC.

Agra likely to get 2 Metro routes; RITES to study UG & Elevated routes areas



Agra: The local administration has given its approval for two Metro corridors in the city – from Sikandra crossing to Trident Hotel and Agra Cantonment Station to District Court.

Metro in the first stretch will pass through Institute of Mental Health and Hospital (IMHH), St John’s College, S N Medical College, Heeng ki Mandi, Agra Fort, Fatehabad Road and Circuit House. The second route will cross Sadar Bazar, Pratap Pur crossing, M G Road and Hari Parwat localities.

Rail India Technical and Economic Service (RITES), the company shortlisted to plan and prepare a detailed project report for Metro in the city, will now study the areas which require underground and elevated routes.

Govt will not accept Conditional Funding for High-speed Rail projects



New Delhi: India is unwilling to accept any conditions linked to funding from China and Japan for high-speed rail projects but is keen to use expertise from these two countries which have proven capabilities in the sector.

While the BJP government is eager to pursue PM Narendra Modi’s ambitious high-speed train plan, a top government source said China and Japan have been told that India may not accept funding which is linked to sourcing of goods and technology from the donor country.

An official said the move is meant to ensure that the best technology and the cheapest cost solution is in place for the mega project.

CID-Crime arrests former Metro Rail chief, ex-IAS Sanjay Gupta

Ahmedabad (ADI): Gujarat CID today arrested Sanjay Gupta, an ex-IAS officer and former executive chairman of the state-owned Metrolink Express for Gandhinagar and Ahmedabad (MEGA), for his alleged involvement in a multi-crore scam.

“Based on a complaint related to economic offences, CID-crime unit of Gandhinagar today arrested Sanjay Gupta,” Director General of police P C Thakur said.

Gupta was appointed as the executive chairman of metro project in 2011. He resigned in August 2013. The government found some financial irregularities during his tenure and lodged a complaint with CID-Crime on April 1 this year.

Power cut during inspection of newly electrified Coimbatore North-Mettupalayam Rail line delays officials’ journey



Coimbatore (CBE): A power outage in Karamadai during inspection of the recently electrified section between Coimbatore North and Mettupalayam stations on Thursday, forced officials to wait till a diesel engine was called in to take them back to the city.

A safety report on the trial run is likely to be submitted by railways officials within a month, and if found favourable, the electric train will start operating between the route. Once this is done, the 45 minute journey is likely to be reduced by at least 15 minutes.

There was a power outage in Karamadai when officials were on their return journey from Mettupalayam to Coimbatore on Thursday afternoon. With no power, they could not start the train. The locomotive in which the officials were travelling in had to be attached to a diesel engine so that they could return to the city.

Dinesh Trivedi panel exposes Railways’ false claims on duplicate compensation



New Delhi: The Parliamentary Standing Committee said that the number of duplicate claims over past 10 years is merely 0.5% and till date, no loss to the Government Exchequer has been reported by the Railways in such cases

The Parliamentary Standing Committee on Railways headed by former Minister Dinesh Trivedi has exposed the hollowness in Railways’ contention on higher number of duplicate claims for compensations by accident victims. The Railways citing higher number of duplicate compensation claims in its Statement of Objects and Reasons in the Railways (Amendment) Bill, 2014 has been seeking changes in the provisions under Section 109 of the Railways Act.

Bangalore Division initiates action to clear Temples built in encroached Railway Land



Bangalore (SBC): The authorities are readying to clear five temples on the railway land between Malleswaram and Yeshwantpur railway stations.

This follows the issuance of a summons from the Upa Lokayukta a fortnight ago, asking the Bangalore Division of the Railways why it had not initiated steps to clear the encroachments. Upa Lokayukta Justice S B Majage said, “I have asked them to initiate action in this connection.”

The land is spread across 5156.16 sqft with a market price of about Rs.5.15 crore.

CBI arrests Masterminds of railway recruitment racket

Mumbai: CBI team has arrested a Bihar-native from Selaqui here in connection with the fake railway recruitment website through which several people were allegedly duped of lakhs of rupees. The alleged masterminds of a job racket were held for fleecing unemployed youths on the pretext of giving them recruitment in railways and training for the same using a fake Railway Recruitment Board website.

Two prime accused in the case, Naresh Rathi alias Balram Sharma and Akhilesh Kumar alias Sachidanand Jha, were arrested this week from Haryana and Dehradun, respectively, while four members of the gang were nabbed in Lucknow last month, CBI sources said here today. About 18 months ago, a gang of 12 had set up a fake website similar to that of the Railway Recruitment Board and cheated several unemployed youths with the false promise that they would be hired as ticket collectors with Northern Railway.
