One Year of Modi Government – What Railway has achieved in one year?

नई दिल्ली। केंद्र की नरेंद्र मोदी सरकार का पहला साल अगले हफ्ते पूरा होने जा रहा है। उससे ठीक पहले आईबीएनखबर ने अलग-अलग क्षेत्रों के विशेषज्ञों से उनके क्षेत्र में सरकार की उपलब्धियों, खामियों पर बात की। इसी सिलसिले में पढ़िए केंद्र सरकार के रेलवे के मोर्चे पर प्रदर्शन के बारे में रेलवे बोर्ड के पूर्व सदस्य (ट्रैफिक) वी के अग्निहोत्री की राय।
ट्रेनों की लेटलतीफी में कितना सुधार आया?: भारत में ट्रेनों की लेटलतीफी की मुख्य वजह पटरियों पर ज्यादा भार होना है। हमारे यहां पटरियां क्षमता से 140 फीसदी तक इस्तेमाल की जा रही हैं जबकि मैनेजमेंट का नियम कहता है कि क्षमता का अधिकतम 70 फीसदी ही इस्तेमाल किया जा सकता है। रेलमंत्री सुरेश प्रभु ने इस बात को ध्यान में रखते हुए ही किसी नई ट्रेन की घोषणा करने की जगह पटरियों की मरम्मत, दोहरीकरण, तिहरेकरण और चार लाइन का करने पर जोर दिया है। रेल बजट में किसी नई ट्रेन की घोषणा न होना बड़ी खासियत रही। लेकिन विपक्ष ने अच्छे-बुरे सभी कामों में सरकार को घेरे रखा है। सरकार की इच्छाएं बहुत अच्छी हैं। कोशिश बहुत अच्छी है लेकिन लोकसभा का बहुमत भी उन्हें पार नहीं लगा पा रहा।

सुरेश प्रभु के आने से कितना फर्क पड़ा?: सुरेश प्रभु ने दो काम बहुत अच्छे किए। पहला, अपनी सभी शक्तियों/अधिकारों को डिप्टीमिनिस्टर को दे दिया, कुछ ब्यूरोक्रेट्स को दे दिए। इसका फायदा ये हुआ कि छोटी–मोटीफाइलों, टेंडरों में उन्हें उलझना नहीं पड़ता। इसकाफायदा नए तरीके के कामों को करने की आजादी के तौर परमिला। वे नए तरीके के निवेश पर जुटे हैं। मोदी जी विदेश से निवेश ला रहे हैं,उसके लिए प्रभु काफी कोशिश कर रहेहैं कि किस तरह से निवेश हो। उन्होंने रेलवे में निवेश के कई तरीके निकाले हैं, अब विपक्ष कितनाकाम करने देगा,ये तो समय ही बताएगा।

ट्रेनों में भीड़भाड़, गंदगी कब दूर होगी?: ट्रेनों में जो भीड़भाड़ होती है, गंदगी होती है। उसे दूर करने का यही उपाय हैकि आप रेलवे मेंसुधार करिए। स्पीड, क्षमता बढ़ाइए। उसके लिए पैसा लगेगा। अभी रेलवे के पास पैसा है नहीं।मुझे लगता है कि सबको रेलवे का श्वेत पत्रपढ़ना चाहिए। उसमें काफी बातें हैं। दरअसल, निवेश आएगा, तभी तोक्षमताएं बढ़ेंगी। अगर श्वेत पत्र के हिसाब से काम होंगे तो रेलवे काकायाकल्प हो जाएगा।

रेलवे को लेकर मोदी सरकार का अप्रोच कैसा रहा?: मुझे तो पीएम मोदी का वो बयान ही बेहद दृढ़ लगता है, जोउन्होंने रेलवे श्वेत पत्र कोपेश करते हुए दिया था। पीएम मोदी ने कहा था कि भारत में शायद रेलवे और डाकघरअपने गहन नेटवर्क वाले अकेले ऐसे दो बड़े संस्थानहैं, जो देश का कायाकल्प कर सकते हैं। उन्होंने कहा था कि वोरेलवे को सिर्फ परिवहन व्यवस्था ही नहीं, बल्कि देश के आर्थिक विकासकी रीढ़ की हड्डी के तौर पर देखना चाहतेहैं। जो मोदी सरकार के इरादों को जाहिर कर देता है।

न्यूनतम किराया 5 रुपये और प्लेटफॉर्म टिकट 10 रुपये। कहां चूक हुई?: मुझे लगता है यहां चूक हो गई। तार्किकरूप से गलत है ये। वैसेअबतक मैं जितने देशों में गया हूं, वहां यात्रा टिकट के बिना प्लेटफॉर्म पर जाने ही नहीं दियाजाता। ये भारत में ही है कि 1 आदमी कोछोड़ने 10 लोग आते हैं। इसपर रोक लगनी चाहिए। इसमें बदलाव कीजरूरत है। प्लेटफॉर्म टिकट का सिस्टम खत्म कर लोगों को बाहरही रोकना चाहिए।

VARIOUS TRAINS CANCELLED/DIVERTED/PARTIALLY CANCELLED DUE TO GUJJAR AGITATION

Due to Gujjar Agitation between Dumaria and Fatehsinghpura Stations of Kota Division of West Central Railway since evening of 21st May,2015, various trains have been cancelled, diverted or partially cancelled as under. 3 trains departing from Mumbai have been cancelled, while 16 trains originating from Mumbai scheduled to depart o­n  22ndand 23rd May,2015, have been diverted via alternate routes. These diverted trains also include 12951 Rajdhani Express & 12953 August Kranti Rajdhani Express.
Following train will be cancelled:-
·19023 Mumbai Central-Firozpur Janta Exp of 23rd May, 2015

MONSOON PRECAUTIONS o­n CENTRAL RAILWAY

To ensure smooth and disruption free services during ensuing monsoon Central Railway has geared up with monsoon preparations such as removal of muck, cleaning culverts and drains, trimming trees, scanning boulders, provision of pumps at locations vulnerable for water logging, provision of Multi Section Digital Counters etc. The details of measures for ensuring uninterrupted services are as under-

YESVANTPUR-PANDHARPUR SPECIAL TRAINS EXTENDED TO RUN 70 TRIPS

Railways have decided to extend the run Bi-weekly special train between Yesvantpur and Pandharpur  to clear the extra rush of passengers as per details given below.

Train No.06541 Bi-weekly special will leave Yesvantpur at 1800 hrs every Monday and Thursday from 2.7.2015 to 29.10.2015 (35 Trips) and will arrive Pandharpur at 1135 hrs next day.

Train No.06542 Bi-weekly special will leave Pandharpur at 1335 hrs every Tuesday and Friday from 3.7.2015 to 30.10.2015 (35Trips) and will arrive Yesvantpur at 0620 hrs next day.

HALTS: Tumkur, Arsikere, Davangere, Hubli, Dharwar, Belgaum, Ghataprabha, Kudachi, Miraj, Kavathe Mahankal, Dhalgaon, and Sangola.

COMPOSITION: o­ne First AC cum AC-2 Tier, o­ne AC-2 Tier, Four AC-3 Tier, 10 sleeper class, 2 General second class and 2 General Second class cum Guard's break van.

RESERVATION: Bookings for Train No. 06542 open from 23.5.2015.

Railways’ Commodity-Wise Freight Traffic Earnings up by 17.23 per cent during April 2015

Indian Railways commodity-wise freight traffic earnings were Rs. 9461.47 crore during the month of April 2015 compared to Rs. 8071.18 crore of during the same period last year, registering an increase of 17.23 per cent. Out of this Rs. 9461.47 crore, Rs. 4623.77 crore generated from transportation of 46.07 million tonnes of coal, followed by Rs. 573.12 crore from 8.99 million tonnes of iron ore for exports, steel plants and for other domestic user, Rs. 872.99 crore from 9.38 million tonnes of cement, Rs. 570.17 crore from 3.28 million tonnes of foodgrains, Rs. 502.08 crore from 3.47 million tonnes of petroleum oil and lubricant (POL), Rs. 554.51 crore from 3.35 million tonnes of Pig iron and finished steel from steel plants and other points, Rs. 475.05 crore from 3.43 million tonnes of fertilizers, Rs. 178.65 crore from 1.64 million tonnes of raw material for steel plants except iron ore, Rs. 445.84 crore from 3.72 million tonnes by container service and Rs. 665.29 crore from 6.48 million tonnes of other goods.

Central and Western Railways gear up to give a smooth ride in monsoon

Railways identify water-logging locations on Central Railway, Western Railway
Mumbai: The Central Railway and Western Railway have said that they are prepared for the monsoon by carrying out important tasks like cleaning of drains, lifting of tracks and improvement in signalling infrastructure.  Central and Western Railway authorities have identified vulnerable water logging locations for the upcoming monsoon and preparations to work on them have begun accordingly.
“Central Railway has identified 17 locations that are prone to water logging during heavy rains. At least 23 pumps will be provided in these areas before the onset of monsoon. The locations identified on main line are Masjid, Mazgaon Yard, Byculla, Curry Road, Sion, Kurla, Vikhroli, Ghatkopar, Nanipada, Thane, Dombivli. On the harbour line, they are Sewri, Wadala, Chunabhatti and Koparkhairane,” said an official. Western Railway has identified Marine Lines, Charni Road-Grant Road, Mumbai Central, Elphinstone Road, Dadar, Mahim, Bandra-Khar, Andheri-Jogeshwari and Nalasopara-Virar as flood-prone sections.
WR’s Chief Public Relations Officer (PRO) Sharat Chandrayan said that flood-prone areas on the section have been identified. “More attention will be paid to certain sections like stretches on Charni Road-Grant Road, Dadar, Mahim, Bandra-Khar among others which are flood-prone.”
CR’s chief PRO Narendra Patil said, “We begun removing muck, cleaning culverts and drains, trimming trees, scanning boulders and provision of pumps at locations vulnerable to water-logging.”
CR said it will provide 23 pumps at spots where water-logging is likely to happen. Also, the civic body will provide 16 pumps at 15 locations.
Railway tracks have been lifted in low-lying areas such as Churchgate Yard, Dahisar-Mira Road, Bhayander Yard and Nalasopara-Virar to prevent flooding.
Authorities are also in the process of desilting culverts and trimming trees so that disruptions during monsoon can be avoided.
WR will instal about 80 diesel pumps in vulnerable low-lying areas.
Also, to give uninterrupted signalling, 950 multi-section digital axle counters have been provided at stations on the CR main line and harbour line sections.
Both WR and CR have also carried out inspection of OHE and signalling system and rakes to prevent failure.

DMRC and Rail Tel Corporation sign MOU for starting WIFI Internet Services at select metro stations

The Delhi Metro Rail Corporation (DMRC) today signed a Memorandum of Understanding with the Rail Tel Corporation of India for starting WiFi internet services at some of the select stations of the Delhi Metro network.

Five stations of the Delhi Metro system have been identified for the setting up of these services initially. The stations are:
·         Rajiv Chowk
·         Kashmere Gate
·         Vishwavidyalaya
·         Central Secretariat
·         Hauz Khas.
As per the MoU, the installation of the equipments is expected to be completed within the next seven months.

Rail Tel shall conduct the necessary surveys, install equipments and carry out maintenance of the installed infrastructure. 

The MoU was signed today at Metro Bhawan in the presence of DMRC’s Managing Director, Dr. Mangu Singh and Rail Tel Corporation of India’s Chairman and Managing Director, Sh. RK Bahuguna.

DMRC is exploring the possibilities of introducing WiFi based internet facilities at its Metro stations as well as trains. This MoU is the first step towards that direction.

CHANGES IN PATTERN OF SUBURBAN TRAIN SERVICES

Due to line block to facilitate engineering works in Gummidipundi – Sulurpeta section, the following changes will be made in the pattern of suburban train services on 23rd, 24th, 25th & 26thMay, 2015.


The following suburban trains will be partially cancelled between Elavur – Sulurpeta.

Train No.42407 MMC – Sulurpeta EMU local scheduled to leave MMC at 07.30 hrs.This train will run upto Elavur o­nly.

Train No.42406 Sulurpeta – MMC EMU local scheduled to leave Sulurpeta at 09.50 hrs.This train will run from Elavur to MMC.

The interim report of the committee appointed for major railway projects reveals that commercial considerations are often overlooked while starting new trains, which is the reason for some long-distance trains like the Rajdhanis, Shatabdis and Durontos incurring losses on some routes.While the railways has 61 Rajdhani, 52 Shatabdi and 64 Duronto trains, the committee studied an “illustrative“ list of five Durontos, five Shatabdis and six Rajdhanis. The report shows that all five Duronto trains -one of which is between Pune and Hazrat Nizamuddin (New Delhi) -were running in losses. Two of the six Rajdhanis and one of the five Shatabdis were also in the red. The committee, which brought out the interim report, has been constituted by the railway ministry for the mobilization of resources for major railway projects and for restructuring the ministry and railway board. It is headed by economist Bibek Debroy.
