High Level Railway Board Delegation to Visit China And Japan

With a view to giving further fillip to International bilateral Cooperation in Railway Sector, a four- member high level delegation led by Chairman Railway Board Shri A.K. Mital is going on an official visit to China and Japan beginning on 12th June, 2015. The visit earlier scheduled in the last month was postponed in the wake of large-scale disruption to the train traffic in Northern and Western India due to Gujjar agitation.

As a part of Digital India Mission of the Government, Aadhaar number is playing an important role in identification and submission of biometric authentication of pensioners. Facility of Digital Life Certificate (Jeevan Pramaan) has also been provided to pensioners with effect from November, 2014. Further, provision has also been made in CAM-52 (PPO Booklet) through Correction Slip No.5 dated-30.12.2014 4 by adding the following columns after the existing column No.5:-
6. Permanent Account Number for Income Tax (PAN)
7. Aadhaar No. (if Available)
8. Mobile No. (if Available)
9. E-Mail ID (if Available)
1:1 order to have smooth implementation of Digital India Mission and Jeevan Prarnaan initiatives, it is imperative to mention the Aadhaar numbers in PPO Booklet.
It has been observed that the Aadhaar number is not being mentioned in most of the PPOs received from different Pay & Accounts Offices.
In view of the above, all Pr. CCAs/CCAs/CAs having independent charge are requested to instruct their PAOs to ensure that Aadhaar number and other details added through Correction Slip No.5 in CAM-52 are invariably mentioned in the PPOs issued by them.

The undersigned. is directed to refer to. Ministry of Defence OM No.80112014/D(Civ.II) dated 29.08.2014 on the above cited subject and to state that  OM No.21(2)/201l-E.II(B) dated 19.02.2014 was issued by this Department in compliance of the order dated 12.12.2013 of the Hon’ble Supreme Court in W.P.(c) No. 107/2011 filed by Deaf Employees Welfare Association. It is clarified that as per OM dated 19.02.2014, the benefit of  Transport Allowance at double the normal rates is admissible to only those employees who suffer from both the disabilities i.e. who are both deaf and dumb.

The undersigned is directed to refer to Ministry of finance OM No 21(2)/2011-E.H{B} dated 19th February, 20l4 on the above subject, wherein sanction for Transport Allowance at double the normal rates to Deal and Dumb employees was accorded by the Competent Authority.
2. In this regard, the lower establishments have sought clarification on the following points:
i. Whether the above mentioned facility is for employees with single disability (only deaf or only dumb) [or for employees with both the disabilities (deaf and dumb).
ii Whether any minimum percentage of disability is specified for Deaf and Dumb Central Government employees for payment of Transport Allowance at double the normal rates, similar to the minimum percentage specified in case of orthopedically handicapped employees for payment of Conveyance Allowance vide MoF OM. No l9029/1/78/Civ(B) dated 31st Aug, 1978.
3. It is requested that the necessary clarification on the above mentioned queries may be – furnished to this Ministry for the
onward submission to the respective – Administrative Establishments to enable them to process the necessary claims.

No more pulling chain to stop train

BAREILLY: "To stop train pull chain" notice inside railway coaches is soon set to become history. The railway ministry has decided to do away with these chains. An official said railways had incurred a loss of Rs 3,000 crore because trains ran late with the indiscriminate chain-pulling for no good reason.

At Izzatnagar in Bareilly, the work of removing the chains from trains has already begun. Officials say that as an alternative arrangement, the mobile phone number of the driver and assistant driver could be displayed in coaches, so passengers can call in case of an emergency.

Rajendra Singh, public relations officer of the North Eastern Railways, Izzatnagar division, said, "The alarm chains will no longer be installed in new coaches being manufactured at rail coach factories across the country. The Railway Board has already issued a notification requiring that the chains not be installed. Maintenance workshops have already started removing the alarm chains from existing coaches. At Izzatnagar railway workshop, technicians have already started removing the alarm chain from coaches coming in for maintenance."

Southern Railway Commences the Construction of RoB at Nagampadam

KOTTAYAM:As part of doubling the Piravom-Kottayam-Chengannur railway line, the Southern Railway has commenced construction of the railway over bridge (RoB) at Nagampadam here.

The Southern Railway has also directed the contractors to speed up all proceedings connected with it, reports said on Monday.

Nagampadam RoB is also part of the second phase upgradation of MC Road, between Chengannur and Ettumanoor, undertaken by Kerala State Road Transport Project (KSTP).

The estimated cost of the RoB works out to Rs 27.52 crore, of which Rs 17.81 crore is to be borne by KSTP. According to reports, the latter has already handed over the amount to the Southern Railway.

MP inaugurates facilities in Bidar Railway Station

The HinduMP Bhagwant Khuba displays a ticket bought at the new Ticket-Counter inaugurated in Bidar Railway Station on Tuesday.

All pending Railway development works have been put on fast-track, MP Bhagwant Khuba said in Bidar on Tuesday.

The Bidar–Kalaburgi Railway line will be completed by June 2016 while the Pit-line in Khanapur near Bidar will be completed by December this year, he said.

He was speaking after inaugurating a new platform and other facilities, in the Railway Station as part of the Passenger amenities.

“Nearly 70 per cent of the work on the Pit-line was over. Once it is completed, we will be able to run new trains from Bidar as the cleaning and servicing of trains can be done locally,” the MP said.

Masterstroke? SpiceJet signs deal to sell tickets to waitlisted railway travellers

New Delhi: Has SpiceJet clinched a winner in its tie-up with IRCTC to sell unsold tickets to train travellers? The low cost carrier has seen sharp swings in its fortunes since December last year, from briefly shutting down operations in that month to reporting the first profitable quarter in seven straight quarters in January-March. If this IRCTC tie-up works, it could generate significant passenger volumes for SpiceJet.
IRCTC's public relations officer Sandip Dutta explained to Firstpost that the Railways have entered the tie-up with SpiceJet and Go Air. It enables a train traveller whose ticket is wait-listed to cancel the train ticket and instead get on to a flight of either airline by paying some incremental fee.

"We entered into this tie-up a month ago and all tickets passed on by SpiceJet and GoAir during the month have been sold to wait-listed travelers," Dutta said.
There are some riders of course. This scheme only applies to tickets booked at least three days prior to the date of the journey, these train tickets can only be cancelled on a specific website and flight tickets are available only for the day of the train journey or a day prior to it.
There are no fixed sectors to which the scheme applies, no fixed number of tickets either airline must make available to IRCTC and no fixed rates. The incremental payment for a flight (over and above the train fare) depends on the sector and prevailing prices.
Dutta said IRCTC was in the process of tying up with other private airlines too for similar deals so whether SpiceJet will retain any significant edge in the end remains to be seen.
This helps both the railways and SpiceJet - long wait lists of train travellers gets reduced and they get to fly with SpiceJet for a small incremental fee instead. It is not clear if SpiceJet will have to pay a commission to IRCTC or vice versa.
SpiceJet promoter Ajay Singh pointed out that this tie-up is promising for the airline and he expects "significant" passenger volumes to be generated through this scheme.
Of course, Singh is not banking solely on the IRCTC tieup to improve things at the airline. In an exclusive chat with Firstpost, he mentioned several other initiatives:
1) Fleet expansion by October: As of now, operational fleet of 20 Boeing 737 aircraft and 15 Q400s. No plans to phase out Q400s as of now, may add 6-7 aircraft by October. Claims all issues with aircraft lessors resolved
2) Headcount: Already down significantly, from 5200 when he took charge of the airline to 3800. Keeping headcount down and simultaneously re-negotiating supplier contracts has helped in significant cost reduction for SpiceJet
3) Shrinking operations: When Singh took charge of the airline in January, it was flying to 39 overseas and domestic stations. That number now stands at 31 and may reduce further. Singh reiterated that the low cost model requires an airline to add frequencies to existing stations instead of adding new stations. Stations which have been shut down are either in close proximity to existing ones or those where flight frequency was already low.
4) Investment: In the revival plan for SpiceJet which Singh had submitted to the Ministry of Civil Aviation in January, he had committed Rs 1500 crore in investment. Of this, a little over half the amount or Rs 800 crore has come in till now. Singh said there was no need to immediately bring in the remaining amount as instead of funding SpiceJet's losses, he would rather fund its expansion. But there's still no clear roadmap on when and if the remaining Rs 700 crore will come in.
5) New logo: SpiceJet has a new logo and slogan ‘SpiceJet is different. It is Red. Hot. Spicy.’ The airline has also unveiled a mobile app for Android and Apple iOS smartphones. The app allows customers to book tickets, get real-time flight status, manage their bookings (change, cancel, refund), add optional products such as meals, SpiceMAX and advance seat selection.
6) Strategic investors: Singh said a lot of people, including Private Equity investors and foreign airlines, are interested in funding the airline.
Singh said he was hopeful of FY16 being a profitable year but that there was still a long way to go.
