Minister of Railways Inaugurates Newly Constructed Gandhidham-Tuna Tekra Rail Line

In yet another significant achievement in the field of developing Railway infrastructure in the country, Minister of Railways Shri Suresh Prabhakar Prabhu today (i.e. on 14/07/2015) inaugurated the newly constructed broad-gauge railway-line between Gandhidham and Tuna-Tekra Port in Gujarat by flagging off a goods train. Gandhidham is a town in Kutch district of Gujarat while Tuna-Tekra Port is a port 20 k.m. west of Kandla in Gulf of Kutch in Gujarat. 

The inauguration was done from Delhi through remote control by setting-up a video-conferencing between Rail Bhawan, New Delhi and Gandhidham Railway Station. 

Ministry of Railways decides to remove the condition of providing photocopy of identity card or indicating its number at the time of purchase of Tatkal ticket.

The modified Tatkal provisions to come to effect by 1st September, 2015. The exact date of effect will be notified separately.

             Ministry of Railways has decided to modify some of the rules pertaining to purchase of tatkal tickets.  Under the modified rules, there will be no need to furnish photocopy of proof of identity while booking Tatkal ticket from computerised reservation counter or to indicate its number at the time of booking of Tatkal ticket at the counter or through internet.
          In addition,  as per the proposed changes, in case of ticket booked under Tatkal scheme, one of the passengers has to produce anyone of the following proofs of identity in original during the journey, failing which all the passengers booked on that ticket will be treated as travelling without ticket and charged accordingly : -
(i)    Voter Photo Identity Card issued by Election Commission of India.
(ii)   Passport
(iii)  PAN Card issued by Income Tax Department
(iv)  Driving Licence issued by RTO
(v)   Photocopy Identity Card having serial number issued by Central/State Government
(vi)  Student Identity Card with photograph issued by recognized School/College for their Students
(vii) Nationalised Bank Passbook with photograph
(viii) Credit Cards issued by Banks with laminated photograph
(ix)  Unique Identification Card “Aadhar”
(x)   Photo identity cards having serial number issued by Public Sector Undertaking of State/Central Government, District Administrations, Municipal bodies and Panchayat Administrations.

          These modifications will come into effect by 1st September, 2015.  The exact date of effect will be notified separately. 
          As per extant instructions for undertaking journey on Tatkal tickets, the passenger at the time of booking a ticket from PRS centre has to provide a photocopy of identity card which he/she will carry during the journey. The number of this identity card is indicated on the ticket as well as reservation chart and during the journey the passenger has to carry the same original proof of identity failing which he/she is treated as travelling without ticket and charged accordingly. In case of passengers booking ticket through internet, the number and type of identity card to be carried by the passenger during the journey is indicated at the time of booking of ticket and the passenger has to carry the same original proof of identity during the journey failing which all the passengers are treated as travelling without ticket and charged accordingly.  These provisions are now being modified as mentioned in the first two paragraphs.

Indian Railways starts collecting feedback about basic amenities through phones using IVRS based system

With a view to improve passenger amenities in running trains and stations, Indian Railways has started collecting feedback from the public about the basic amenities from this month. Collecting this kind of feedback is in line with the emphasis given by Minister of Railways Shri Suresh Prabhakar Prabhu on the best connect between railway administration and railway users.

The job of collecting this significant feedback has been entrusted to its own PSU namely “Indian Railway Catering and Tourism Corporation (IRCTC)”. The feedback is being collected by IRCTC through Interactive Voice Response System (IVRS) with the number +91-139. Under this system, travelling passengers are being contacted randomly on their mobile phones to gather their feedback about the facilities provided by the Railways in six areas, namely, cleanliness of station/platform/train, quality of catering, level of cooling of AC, quality of food, punctuality of train and quality of bedrolls.

Out of the six facilities, a passenger is asked to send his/her feedback on only two facilities. They are given three options of pressing on mobile – 2 (Two) for Good, 1(one) for Satisfactory and 0(Zero) for unsatisfactory/Bad – with regard to a particular amenity.

On an average 60-70 calls per day per train are being made and efforts are done to make approximately one lakh successful calls per day to passengers of mail / express trains.

The feedback will help improve passenger amenities and also help fix accountability of service providers. 

Redevelopment of railway stations on the basis of proposals obtained through open invitation from interested parties

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval for redevelopment of railway stations on 'as is where is' basis, through open invitation from interested parties with their designs and business ideas including permitting commercial development of real estate by the Zonal Railways. 

‘A-1’ and ‘A’ category stations (about 400) shall be offered for redevelopment by inviting open bids from interested parties. These stations are to be developed by leveraging real estate development of land and air space in and around the stations. 

This approval will enable the Ministry of Railways to accelerate the redevelopment of ‘A-1’ and ‘A’ category stations. These category of stations are generally located in metros, major cities, pilgrimage centres and important tourist destinations across the country. It will also encourage innovative ideas from interested parties at no cost to the Railways. 


Redevelopment of identified stations is undertaken through the Indian Stations Development Corporation Ltd. (IRSDC). As the IRSDC is able to undertake redevelopment of only a few stations, and there is a need to redevelop a large number of stations, it has been proposed to redevelop stations through invitation of open bids from interested parties. 

Railway PSU – “RailTel” Bags 12th National Awards for Excellence in Cost Management 2014

A PSU of Ministry of Railways, namely, RailTel Corporation of India Ltd. has added yet another jewel in its crown by bagging the 12th National Awards for Excellence in Cost management 2014. 

Col Rajyavardhan Rathore (Retd.), AVSM, Union Minister of State for Information & Broadcasting presented the award to RailTel in a function held here on 15th July 2015. 

This award is organized by The Institute of Cost Accounts of India. RailTel has won the award in the category of Public- Service Sector (Medium). 

Indian Railways makes elaborate arrangements for Nasik -Trambakeshwar Sinhanstha Kumbh Mela – 2015

Once again rising to the occasion, Indian Railways has made elaborate and varied arrangements and undertaken several measures to provide adequate railway facilities for several lakhs of pilgrims who are expected to visit the Sinhanstha  Kumbh Mela – 2015 which began at Nasik and the adjacent town Trambakeshwar in Maharashtra from 14th July 2015 and will continue upto September 2015.  Zonal Railways especially the Central Railway (Headquarters); Mumbai have geared up their respective machineries in a big way to ensure adequate railway facilities and comfort for the huge travelling public in connection with the Kumbh Mela.

श्री सत्येन्द्र कुमार ने आज दक्षिण पूर्व मध्य रेलवे के महाप्रबंधक का पदभार भारतीय रेल सिग्नल इंजीनियरिंग और दूरसंचार संस्थान, सिकंदराबाद में ग्रहण किया। महाप्रबंधक का कार्यभार संभालने से पूर्व सत्येन्द्र कुमार भारतीय रेल सिग्नल इंजीनियरिंग और दूरसंचार संस्थान (IRSET) सिकंदराबाद में निदेशक के पद पर पदस्थ थे।

श्री सत्येन्द्र कुमार 1978 बैच के भारतीय रेल सिग्नल इंजीनियरिंग सेवा के अधिकारी है। रेलवे में सर्विस ज्वाईन करने के पूर्व उन्होनें इंजीनियर्स प्रोजेक्ट इंडिया, इराक में भी कार्य किया है।
श्री सत्येन्द्र कुमार ने भारतीय प्रौद्दोयोगिकी संस्थान (IIT) से बी.टेक की शिक्षा प्राप्त की है। श्री कुमार ने पूर्व रेलवे के सियालदाह मंडल एवं उत्तर पूर्व सीमांत रेलवे (NF Railway) के रंगियां मंडल में मंडल रेल प्रबंधक तथा उत्तर रेलवे व दक्षिण पूर्व रेलवे में मुख्य सिग्नल इंजीनियर के पदों पर कार्य किया है। सहा. सिग्नल एवं दूरसंचार इंजीनियर के पद पर उत्तर रेलवे के दिल्ली मंडल में कार्य के समय वर्ष 1981 में नई दिल्ली स्टेशन में स्थापित हुए रुट रिले इंटरलाकिंग (RRI) को स्थापित करनें में इन्होनें अपनी महत्वपूर्ण भूमिका निभाई।

श्री कुमार को अनेक देशों में भी विभिन्न परियोजनाओं पर कार्य करने का गहन अनुभव है। उन्होनें इंडोनेशिया एवं बांग्लादेश में भी रेलवे को अपनी सेवाएं दी है। भारतीय रेल सिग्नल इंजीनियरिंग और दूरसंचार संस्थान, सिकंदराबाद में निदेशक के पद पर कार्य करते समय सिग्नल एवं टेलीकाम प्रशिक्षण के क्षेत्र में इनके नेतृत्व में इस संस्थान में काफी आधुनिक प्रयोग तथा नई प्रयोगशालायें भी स्थापित की गई साथ ही साथ सिग्नल एवं टेलीकाम इंजीनियरों के आधुनिक प्रशिक्षण तथा क्रिटिकल साफ्टवेयर के लिए सेंटर फार एक्सीलेंस भी स्थापित किया गया।

EIB asks LMRC to submit social impact study of metro project

LUCKNOW: European Investment Bank (EIB), the premier financial institution which is expected to give loan to Lucknow Metro has asked the Lucknow Metro Rail Corporation (LMRC) to submit report on social impact assessment of the upcoming metro project on locals. The study has to determine what probable impact the project would have on affected people like vendors, people whose lands have been occupied for the civil work, nearby population etc. 

The EIB team was in city on July 6 & 7 to review the progress of project and analyze bid documents of various tenders like that of telecommunication, signaling, track, traction etc. Tenders which were floated for procurement of metro trains (rolling stock) were also shown to the EIB for approval. Currently the rolling stock tenders are undergoing technical evaluation. LMRC said, "We expect to finalize the company's name by mid of July as soon as we get approval on financial bids." 

Upon query about the social impact of metro, LMRC said the project is not resulting in major rehabilitation as most corridor lies on government (Kanpur) road (PWD). Also much of the land required for building metro stations is being taken from government agencies. Whatever small portions of private land has to be taken, will be purchased on applicable DM circle rate through mutual negotiation", said the corporation. 

The social impact assessment has also been discussed in the project's DPR and LMRC will soon be forwarding it to the EIB. LMRC MD Kumar Keshav said, "We will submit social impact assessment report shortly to the EIB. The team was happy about the progress of project and will be sending its report in next 8-10 days." 

LMRC said that most foreign agencies check the probable impact of upcoming infrastructure on surrounding population before extending loan to the agency. Officials said that EIB has asked for social impact studies of other metro projects too running across country to see how metros operate here and what impact do they have on locals. 

The total project's cost of North-South Corridor (Lucknow) is estimated at Rs 6880 crore, out of which Rs 3502 crore has to be borrowed from the foreign agency. If EIB approves funding the project, it would be funding any metro in the country for the first time.

General consultant for Lucknow Metro to be chosen by November

LUCKNOW: A pre-bid conference regarding selection of general consultant to supervise contract management of Lucknow metro project was held recently where three parties participated. 
The parties comprised joint venture consortiums of big companies - a) JV between Egis Rail, Aecom Asia and Egis India; b) JV between Aisa, KNRV and AARVRA c) JV between OCG, Rites and DBI. The general consultant will look after overall contract management like preparing bid documents, floating of tenders, supervision of works etc in place of Delhi Metro Rail Corporation (DMRC). Once general consultant is chosen it will replace DMRC which is currently serving as the interim consultant to Lucknow metro. 
While civil work on various metro stations is underway, for Mawaiya station LMRC needs to send request to army afresh. According to new changed rules, army has asked LMRC to fill in the new format for getting army's land at Mawaiya for building metro station. LMRC needs about 66 Sqm land near Mawaiya's railway line to build Mawaiya metro-station. Now LMRC has to send a revised request in that standard format to army for getting that land. The new rules are applicable for all PSUs and government agencies which want to take army land. 
For this financial year, LMRC has sufficient funds given by the state government and to be pooled in by various local government agencies like LDA, Housing Board and UPSIDC. But it would need PIB's clearance to get foreign loan from agencies like European Investment Bank to make mobilization payment for expensive tenders like procurement of metro coaches. 
Meanwhile the SPV for executing metro-rail project in city, LMRC has asked the consultant- RITES to prepare and submit Kanpur's DPR (detailed project report) by the first week of August 2015. The routes have already been decided on two corridors - North-South and East-West of metro.
