All you wanted to know about Seventh Pay Commission

Government offices are currently buzzing with excitement as employees await the recommendations of the Seventh Pay Commission. While the babus may have reason to smile as they may soon have more money in the pocket, it might not be equally good news for others.
What is it?

A Pay Commission is appointed by the government once every 10 years to look at the pay structure of Union and State government employees and pensioners. Typically, the commission takes 18 months to submit its report. The Seventh Pay Commission was constituted in February 2014 under the chairmanship of Justice Ashok Kumar Mathur to submit its recommendations by August 2015.

New Delhi: Ahead of the states’ assembly elections in May’ 2016, the Central government may implement the recommendations of the Seventh Pay Commission after receiving the report of the pay panel within this year, which will benefit 50 lakh central government employees and 56 lakh pensioners including dependents.

“The central government will decide execution time of the pay commission’s proposals after the pay panel submits its report, which will be possible pre-election “special packages” for West Bengal, Assam, Kerala and Tamil Nadu, which are all due for polls by May 2016,” an official of the Finance Ministry said, speaking on condition of anonymity.

Just like one rank one pension (OROP) was announced by Modi government on 5th of this month ahead of Bihar Assembly election despite huge financial burden to get majority seats of his party in Bihar Assembly.

Government organizations log on to social networks

VISAKHAPATNAM: City-based government organizations such as the Waltair Division of the Indian Railways, Greater Visakhapatnam Municipal Corporation (GVMC) and the Visakhapatnam Port Trust (VPT) have now set their set sights on social media networks such as Facebook and Twitter to connect with the residents of the Port City.

While GVMC has both a Twitter handle as well as a Facebook page to provide information about various activities being planned by the civic body, the Waltair Division and VPT also have taken to Twitter to disseminate information about the latest developments involving the two central government organizations.

A Japanese delegation will soon visit India to study the opportunities for industries in the railway station development plan of railways as the public transporter has identified 400 stations to be upgraded in private investment, an official release said here on Wednesday.

Railways to use bio-diesel in a big way

Southern Railway has decided to use bio-diesel in a big way in its fleet of diesel locomotives to reduce fuel consumption and cut down its oil bill.

Towards this direction, the railway authorities will soon put in place requisite facility near the Diesel Loco Shed in Tiruchi to store huge quantity of bio-diesel for use in diesel locomotives.

Southern Railway officials are in talks with the Indian Oil Corporation (IOC) for establishing a huge tank to store bio-diesel at the shed here and laying pipelines for fuelling.

The plan was to use 5 per cent of bio –diesel for the diesel locos belonging to the Southern Railway zone, railway sources told The Hindu.

नई दिल्ली। रेल मंत्री सुरेश प्रभु ने अपने रेल बजट में ट्रेनों और प्लेटफार्मों की साफ-सफाई के लिये विशेष योजना का ऐलान किया था। उस पर अमल शुरू हो गया है। इसके तहत चमचमाती ट्रेनें और प्लेटफॉर्म के लिये भारतीय रेल ने अलग से विभाग बनाया है। वीडियो- गदर फिल्म के स्टीम इंजन की रोमांचक यात्रा भारतीय रेल- भाप से बुलेट तक का सफर रेल मंत्रालय ने रेलगाड़ियों तथा स्टेशनों पर साफ सफाई कार्यों के एकीकृत प्रबंधन के लिए एक अलग शाखा बनायी है। इस शाखा का नाम है पर्यावरण तथा हाउसकीपिंग प्रबंधन निदेशालय नाम दिया गया है। प्रशासनिक तथा ढांचागत बदलावों के साथ यह शाखा बनायी गई है। क्या करेगा यह निदेशालय 16 क्षेत्रीय रेलवे में एकीकृत हाउसकीपिंग शाखा स्थापित की जायेगी। प्रत्येक शाखाएं जोनल रेल को अपनी योजना उपलब्ध करायेंगी। पहले चरण में एकीकृत हाउसकीपिंग उत्तर रेलवे, दक्षिण मध्य तथा दक्षिण रेलवे में लागू होगा। इसके सफल कार्यान्वयन के बाद इसे अन्य क्षेत्रीय रेलवे में भी लागू किया जाएगा। इस विभाग में हाउसकीपिंग प्रोफेशनल्स की मदद से साफ-सफाई और रखरखाव का काम किया जायेगा। रेलगाड़ियों तथा प्रमुख स्टेशनों पर नई तकनीकी के साथ हाउसकीपिंग का बड़ा कार्य किया जायेगा। सभी एक्सप्रेस ट्रेनों में हाउसकीपिंग स्टाफ रखा जायेगा, जो चलती गाड़ी में साफ-सफाई का ध्यान रखेंगे। सभी बड़े स्टेशनों पर विशेष योजना के तहत कूड़ा-करकट फेंकने वालों पर जुर्माना लगाया जायेगा। वर्तमान स्थ‍िति वर्तमान में रेलगाड़ियों और प्रमुख रेलवे स्टेशनों पर हाउसकीपिंग का काम भारतीय रेल के तीन विभाग करते हैं। इससे हाउसकीपिंग मानकों को सुधारने में सीमा सामने आती है। इसके अलावा ट्रेनों तथा प्रमुख स्टेशनों पर हाउसकीपिंग की आवश्यकताओं को पूरा करने के लिए विशेषज्ञ और पेशवर लोगों की तैनाती नहीं हो पाती है। रेलवे में सेनिटरी इंस्पेक्टरों व अन्य सेनिटरी स्टाफ की कमी की वजह से साफ-सफाई में अढ़चनें आती हैं।

Integrated Management of Housekeeping in Indian Railways

Minister of Railways Shri Suresh Prabhakar Prabhu has always been emphasizing on further improving cleanliness in the Indian Railway system. He included this in the Railway Budget announcements also. To implement the budgetary announcement, Ministry of Railways has formed an exclusive wing for an integrated management of all housekeeping activities of passenger interface of Indian Railways both in trains as well as at Railway Stations. This has been named as Environment & Housekeeping Management Directorate. This was created after incorporating certain administrative and structural changes. 

Raising Day Week of Railway Protection Force (RPF) from 29th August to 4th September, 2015

Railway Protection Force came into existence as statutory Force on 29th August, 1957 for the better protection and security of the railway property. RPF is celebrated its Raising Day Week starting from 29th August up to 4thSeptember. This Force was empowered to enquire and prosecute the criminals, vide RP (UP) Act in the year 1966. Later, the Force was given additional responsibility of protection and security of passengers and passenger area. Since then, the Force is consistently working to give its best in-achieving the objectives and has excelled in various fields such as protection of passenger and railway property, arrest made in passenger offences, recovery of contraband goods, in service of humanity, recovery of Arms & Ammunition etc. other works.

A few recent achievements of RPF over Indian Railways are as under:-

Railway Minister Suresh Prabhu Holds Discussion with the Japanese Prime Minister

Minister of Railways Shri Suresh Prabhakar Prabhu had Ministerial and High-level consultations in Japan on 7, 8 & 9 September 2015. These included bilateral meetings with the Japanese Prime Minister Mr. Shinzo Abe, Deputy-Prime Minister & Finance Minister Mr. Taro Aso, Minister of Economy, Trade and Industry (METI) Mr. Yoichi Miyazawa, Minister of Land, Infrastructure, Transport and Tourism, Mr. Akihiro Ohta and Health, Labour & Welfare Minister Mr. Yasuhisa Shiozaki and senior officials. 

आयकर रिटर्न दाखिल करने की अंतिम तारीख 30 सितंबर तक बढ़ी

वित्त मंत्रालय के अनुसार अंतरराष्ट्रीय लेन-देने या विशेष घरेलू लेन-देन करने वाले करदाता 30 नवंबर 2015 तक रिटर्न भर सकते हैं

नई दिल्ली। सरकार ने कंपनियों, कारोबारी प्रतिष्ठानों के साथ ही ऐसे व्यक्तिगत आयकर दाताओं के लिए रिटर्न भरने की अंतिम तिथि बढ़ाकर 30 सितंबर कर दी है जो किसी पेशे या व्यापार में लगे हैं और जिनके रिटर्न की ऑडिट की जरूरत पड़ सकती है।

वित्त मंत्रालय ने गुरूवार को बताया कि कंपनियों, कारोबारी प्रतिष्ठानो के साथ ही व्यक्तिगत व्यापारी और पेशेवरो को आकलन वर्ष 2015-16 के लिए रिटर्न भरने की अंतिम तिथि बढाकर अब 30 सितंबर 2015 कर दी गयी है। मंत्रालय का कहना है कि विभिन्न पक्षों से रिटर्न भरने और कर ऑडिट रिपोर्ट जमा करने की तिथि को 30 सितंबर तक बढ़ाने का आग्रह किये जाने के मद्देनजर यह निर्णय लिया गया है।


वित्त मंत्रालय के अनुसार उपरोक्त वर्गों के लिए गत 29 जुलाई को आयकर रिटर्न फार्म 3, 4, 5, 6 और सात जारी किया गया था। ये सभी ई फार्म है और सात अगस्त से ही आयकर विभाग की वेबसाइट पर उपलब्ध हैं। मंत्रालय के अनुसार अंतरराष्ट्रीय लेन-देने या विशेष घरेलू लेन-देन करने वाले करदाता 30 नवंबर 2015 तक रिटर्न भर सकते हैं। सरकार ने स्पष्ट किया कि 30 सितंबर की तिथि के बाद इसमें कोई बढोत्तरी नहीं की जायेगी।
