COMPREHENSIVE TRANSFER POLICY FOR RAILWAY OFFICERS

Sub: COMPREHENSIVE TRANSFER POLICY FOR RAILWAY OFFICERS 
1. The transfer policy for Railway Officers has been reviewed by the Ministry of Railways. In supersession of all existing instructions, Ministry of Railways have now decided to formulate a Comprehensive Transfer Policy for Railway Officers. The salient features of the Comprehensive Transfer Policy are given in the succeeding paragraphs: 
(i) Ordinarily a Group 'A' officer will not be transferred out of his allotted Zone/Unit till Selection Grade. 
On empanelment to Group 'A', there may be inter-Zonal transfer of a Group 'B' officer with residual service of more than 3 years. 
(ii) Officers, will be considered for posting to Railway Board/RDSO/ CTIs/PUs/Other Units in administrative interest after completion of minimum of 5 years in allotted zone. 
(iii) No request for transfer will be considered till completion of 5 years in assigned zone. 
(iv) Transfers and postings will be done against clear vacancy of a sanctioned post. The present policy of posting officers to the Eastern Region on return from deputation abroad will continue to be followed. 
(v) Posting in Railway Board/CT1/RDSO/RRB is tenure posting having maximum tenure of 5 years and not a deputation post. Hence, normal procedure for inter Railway/Unit transfers be followed. 
(vi) A cooling off period of minimum 3 years between two tenures in Railway Board/RDSO will be required. 
(vii) Normally, minimum tenure on a particular post at a time will be 2 years and maximum tenure will be 5 years. For sensitive posts, maximum tenure will be 4 years. Minimum tenure will not be applicable for Junior Scale/Senior Scale officers of Group A. However, in administrative exigencies, relaxation may be granted by cadre controlling officer. 
(viii) Total stay at a stretch at a particular station should not be more than 10 years and the total cumulative stay (in broken spells) should not be more than 15 years. Deputation to PSUs and other Ministries will not be counted for this purpose. This will be implemented in a phased manner. 
(ix) In case of IRMS doctors (including Dental Cadre) in Railways, the proposed policy will be as per following guidelines :- 
(a) The transfer of doctors within and outside the zone should be decided by the Railways/Board at appropriate level on case-to-case basis, keeping in view the administrative interest. Total stay at a stretch/cumulative stay (in broken spells in a particular station) be limited to 15&20 years respectively. However, while issuing such transfer orders the following guidelines should be observed.
(1) Super specialist doctors can only be transferred from one super speciality centre to another super specialty center of same specialities.
(2) Senior specialist of Central Hospital of the Zone or Division should be transferred to another Divisional or Zonal Centre of equal status.
(3) General Duty Medical Officers and Dental Surgeon can be shifted from one such post to equivalent post in other places. 
Note : The idea behind these guidelines is that specialist services are not disturbed while keeping the administrative interest in mind. 
(x) Transfer of RPF/RPSF personnel will be in terms of Railway Board Standing Order No.102 and 110 issued by DG/RPF. Total stay at a stretch at a particular station should not be more than 10 years and the total cumulative stay (in broken spells) should not be more than 15 years. 
(xi) In terms of para 124 of IREC, Vol.I, GMs have full powers to make rules with regard to non-gazetted Railway Servants. No change is recommended. Maximum tenure on sensitive posts will however be 4 years. In case of non-gazetted Railway employees, no inter railway transfer request will be considered till completion of 5 years of joining Railway. 
(xii) Deputation of Railway Officers will be governed by DOP&T's guidelines as adopted by Ministry of Railways vide letter No.2010/F(E)11/1(1)/1 dated 28.07.2010. 
(xiii) Transfers other than those caused due to promotion, deputation/return from deputation, retirements etc. will be generally issued from January to March. However, in administrative exigencies, transfer orders may be issued as and when required. 
(xiv) The controlling officer will ensure that the officer transferred will be relieved within a maximum period of one month. 
(xv) A government servant who is also a care giver of disabled child may be exempted from the routine exercise of transfer/rotational transfer subject to administrative constraints as per OM No.42011/3/2014-Estt.(Rs.) dated 6.6.2014 
(xvi) Every effort will be made to post the husband and wife at the same station as detailed in DOP&T's Circular No. F.No.28034/9/2009-Estt(A) dated 30th September 2009. 
(xvii) All fresh transfer orders will be governed by this policy.
(xviii) In future, requests for inter railway transfers from officers will be done online for which a system will be developed separately and circulated.

Sep 11, 2015 02:00 am, New Delhi : With the amount of dearness allowance payable to the central government employees going up to 119 percent of their basic pay, the Congress has said that the time has to come merge the two. 
“If the government of the day denies this demand of the employees, then it would be a big injustice to them,” said Congress spokesperson and former union minister Ajay Maken who also represented a Lok Sabha constituency in the past that has a strong section of these employees as voters. 
He said that a pay commission normally orders a 40 percent hike in the basic pay.

Vacancies in Sation Masters & Running Staff could derail safety in Indian Railways

CHENNAI: At a time when Indian Railways is looking at technological solutions to improve the safety of trains and passengers, information accessed by Express shows significant vacancies for loco pilots, station masters and train guards - persons who are responsible for the smooth running of trains.

Replies to an RTI query filed by Express show that Southern Railway has 588 less loco pilots, 185 fewer guards and 103 less station masters than the sanctioned strength across its six divisions.

Indian Railways partners with Google Fiber to provide free WiFi across 400 railway stations



Google and Indian Railways have partnered together to create ‘Project Nilgiri’ that will deliver Wi-fi access to around 400 railway stations across India.

Google has collaborated with RailTel for the platform and infrastructure to get started with the project. The project that uses Google’s Fiber technology is still in its pilot stage and when started will give users access to high speed internet for the first 30 minutes and thereafter the speed will drop and become slow. The connection of the users will however still be active.


The project will be completed in phases. However there is no official date given by the railways as to when it will commence.

RailTel-Google creates Information Super-Highway – Jointly Establish Wi-Fi Hotspots in 400 Railway Stations

Wi-Fi Hotspots Project undertaken by RailTel in association with Google is almost complete at more than 18 Railway Stations across India, out of the total of 400 Railway Stations identified by Ministry of Railways which were also declared as Smart Railway Stations by the Ministry.

New Delhi: Indian Railways and Google has joined forces to create India’s largest network of free WiFi across 400 railway stations, pan India.

RITES records 16% Hike in Profit After Tax (PAT) In 2014-15

RITES Ltd., a schedule ‘A’, Mini Ratna Enterprise under the Ministry of Railways has recorded highest ever PAT of Rs. 306 crores during the year 2014-15 against Rs. 264 crores of previous year, higher by 16%. RITES has recorded new heights in its core business of consultancy and loco leasing, which has seen an increase of 31% from Rs. 593 crore to Rs. 776 crore during the year 2014-15. The dividend payout for the year is amounting to Rs. 62 crore, which is 62% of the paid up share capital of the company & is also the highest ever paid dividend so far. The company has been consistently rated as “Excellent” in its MOU performance. During the year under review, company has once again delivered an outstanding performance and is eligible to be rated as “Excellent” in its evaluation under MOU for the year 2014-15. RITES continues to maintain its position in transport and infrastructure sectors despite stiff competition.

Soon, Railways to educate travellers on conduct

New Delhi: Travelling in train in India is set to become a different experience as the Railway Ministry has decided to educate train passengers on conduct while travelling.

Instructions will be given to them on the do’s and don’ts through pre-recorded announcements during the journey. The decision will be initially carried out on elite trains like the Rajdhani, Shatabdi and Duronto which have public announcement systems installed on board.

The list of instructions which has been finalised for the passengers includes, among others, prohibition of smoking, committing nuisance under the effect of alcohol and maintaining cleanliness.

Indian Railways to introduce 500 Solar Panel fitted Trains



A lot of latest innovations are being brought in the system with the directives of the Railway Minister who is determined to change the way the IR works

New Delhi: Indian Railways may introduce 500 trains with solar panel fitted coaches. Reports that the ministry of new and renewable energy could subsidize the project cost. The national transporter had run a pilot project with a specially outfitted coach earlier this year to study the feasibility of such an initiative.

The energy generated by the solar panels is likely to be used solely to meet illumination and air flow requirements in the bogies.

Integrated Management of Housekeeping in Indian Railways

New Delhi: Minister of Railways Shri Suresh Prabhakar Prabhu has always been emphasizing on further improving cleanliness in the Indian Railway system. He included this in the Railway Budget announcements also. To implement the budgetary announcement, Ministry of Railways has formed an exclusive wing for an integrated management of all housekeeping activities of passenger interface of Indian Railways both in trains as well as at Railway Stations. This has been named as Environment & Housekeeping Management Directorate. This was created after incorporating certain administrative and structural changes.

Who does not love famous Bollywood film Dilwale Dulhaniya Lejayenge? and the Train scene is loved by almost everyone where Simran runs behind the running train to hold Raj’s hand and get into the train and finally their love wins. Yes, this is the happy part of the story.


But what if Simran fell into the track? What if Raj gets hit by a poll? What if any mishap occurs? Actually, its all happy and awesome in the movies, but in real life, people should never practice such things as they can be highly dangerous.

So Railway Police Force from Uttar Pradesh came up with this amazing video which takes the train theme of DDLJ where we see an animated version of DDLJ train scene. Simran runs behind the train, but unlike in the movie, she steps on a banana peel and slips into the track and dies, on the other hand, Raj who is putting his head out to get hold of Simran hits a poll and gets severe injuries.

GRP SSP Gopeshnath Khanna who got this idea of making a video said, “Do not board a moving train and do not allow your body parts out of the door or window of the moving train.”
