जानिए, कैसे 7वां वेतन आयोग राज्‍य के खजाने पर डालेगा असर

नई दिल्‍ली। सातवें वेतन आयोग की रिपोर्ट अगले कुछ महीनों में आने की उम्‍मीद है। लेकिन एक रिपोर्ट के मुताबिक इसका असर राज्‍यों के खजाने पर ज्‍यादा पड़ने की आशंका जताई जा रही है। दरअसल वेतन आयोग का गठन हर 10 साल पर बढ़ती हुई महंगाई और कर्मचारियों के हित को ध्‍यान में रखकर किया जाता है। वेतन आयोग का गठन केंद्र सरकार करती है जो केंद्र सरकार के कर्मचारियों के वेतनमान, सेवा निवृत्ति के लाभ और अन्‍य सेवा शर्तों संबंधी मुद्दों पर विचार करती है। इससे पहले पाचवां वेतन आयोग एक जनवरी 1996 को और 6ठा वेतन आयोग एक जनवरी 2006 को लागू किया गया। वहीं, 7वां वेतन आयोग की सिफारिश को एक जनवरी 2016 से लागू किया जाना है।
जस्‍टिस माथुर की अध्‍यक्षता में आयोग गठित
सातवें वेतन आयोग का गठन 2014 में तत्‍कालीन मनमोहन सरकार ने सुप्रीम कोर्ट के सेवानिवृत्‍त जज न्‍याय‍मूर्ति अशोक कुमार माथुर की अध्‍यक्षता में की। वेतन आयोग को कैबिनेट ने 28 फरवरी 2014 को मंजूरी दी। आयोग में जस्टिस माथुर के अलावा तीन और सदस्‍यों की नियुक्‍त की गई हैं। जबकि आयोग अपनी रिपोर्ट गठन की तारीख से 18 महीनों के अंदर सौंपेगी। आयोग केंद्र सरकार के कर्मचारी, अखिल भारतीय सेवाओं के कर्मी, केंद्र शासित प्रदेशों के कर्मचारी और भारतीय लेखा परीक्षण विभाग के अधिकारी तथा रेलवे के अधिकारी व कर्मचारी के वेतन भत्‍ता सुविधाओं एवं अन्‍य लाभों की समीक्षा करेगा। जिसके आधार पर अपनी रिपोर्ट सरकार को देगा। केंद्र और राज्‍य सरकारें वेतन आयोग के इसी रिपोर्ट के आधार पर अपने कर्मचारियों का वेतन भत्‍ता और पेंशन को लागू करती है।
50 लाख कर्मचारियों व 30 लाख पेंशनरों को लाभ
सरकार के द्वारा गठित 7वें वेतन आयोग का लाभ 50 लाख केंद्रीय कर्मचारियों और 30 लाख पेंशनरों को मिलेगा। जबकि 1 करोंड़ से ज्‍यादा राज्‍य एवं स्‍थानीय सरकारी कर्मचारियों को इसका लाभ मिलेगा क्‍योंकि राज्‍य सरकारें भी इसी के आधार पर अपने कर्मचारियों और पेंशनरों को वेतन और भत्‍ता लाभ देती है। हालांकि छठे वेतन आयोग का क्रियान्‍वयन अक्‍टूबर 2008 में हुआ जिसकी वजह से 30 महीनें का एरियर कर्मचारियों को मिला। जिसने आर्थिक मंदी के दौर से बाहर निकलने में अहम भूमिका निभाई थी। इसी कारण विकास की गति तेज हुई और अर्थव्‍यवस्‍था पटरी पर लौटने लगी।
7वें वेतन आयोग का राज्‍यों पर पड़ेगा असर
सातवां वेतन आयोग अपनी सिफारिश रिपोर्ट अगले कुछ महीनों में देने वाला है। जिसका असर राज्‍यों पर भी पड़ने वाला है। यह जानकारी हाल ही में जारी एक रिपोर्ट से निकलकर सामने आई है। क्‍योंकि राज्‍यों की राजकोषीय स्थिति को यदि देखा जाए तो इसका असर उनके खजाने पर पड़ेगा जो कि उनकी वित्‍तीय स्थिति को प्रभावित करेगी। रिपोर्ट में बताया गया है कि राज्‍यों के सकल घरेलू उत्‍पाद में पेंशन खर्च की हिस्‍सेदारी कितनी है जबकि इस पर होने वाले कुल खर्च में कितना राजस्‍व खर्च होगा। रिपोर्ट के अनुसार पेंशन खर्च का मूल्‍यांकन राज्‍यों ने स्‍वयं किया है जिसकी चर्चा 14वें वित्‍त आयोग से की है। जिसे नीचे आंकड़ों में चार्ट के जरिए फीसदी में दिखाया गया है। जो कि इस प्रकार है:-

केंद्र और राज्‍यों पर पड़ने वाला वित्‍तीय प्रभाव

जहां सातवें वेतन आयोग की रिपोर्ट कुछ ही महीनों में आने वाला है इसे 1 जनवरी 2016 से लागू भी किया जाना है। वहीं 6ठे वेतन आयोग की सिफारिश लागू करने पर जो कुल वित्‍तीय प्रभाव पड़ा उसका भी आंकलन रिपोर्ट में किया गया है। उसके मुताबिक केंद्रीय बजट पर 15700 करोड़ रुपए और रेल बजट पर 6400 करोड़ रुपए का बोझ पड़ा।
जबकि राज्‍यों के द्वारा वेतन आयोग की सिफारिश को लागू करने पर एरियर देने पर 2008-09 और 2011-12 में कम्‍बाइंड रेवन्‍यू अकाउंट का घाटा 2009-10 में जीडीपी के 0.6 फीसदी रही। लेकिन 7वें वेतन आयोग की रिपोर्ट लागू होने के बाद बिहार, उत्‍तर प्रदेश और केरल जैसे राज्‍यों का क्‍या स्थिति होगी जहां पर पेंशन के मद में ज्‍यादा खर्च होता है।

Railway Minister Suresh Prabhu calls emergency meeting of al GM to review safety measures

Taking serious note of a spate of train accidents recently, Railway Minister Suresh Prabhu has called an emergency meeting of general managers of all 17 Zones here on Tuesday to review safety measures. The meeting is also expected to discuss an action plan and implementation strategy to make rail travel safer for passengers, sources said today.

"Railways Minister Suresh Prabhu has expressed his displeasure over the series of train mishaps recently. He has convened a meeting all general managers of 17 zonal Railways on September 15 to review safety related issues," sources said.


Prabhu along with his junior minister Manoj Sinha and full Railway Board will address the meeting, they said adding, "The Minister has been emphasising on zero accident mission and giving top priority to safety."

Meanwhile, Prabhu, who was on week-long tour to Japan and South Korea returned to the capital today, sources said. Of late, Railways safety record has come under question with spate of train accidents.

Two British nationals were killed and 10 others injured on Saturday when three coaches of a toy train that was carrying a group of tourists from Britain derailed near Parwanoo between the Kalka and Taksal station. Earlier the same day, two passengers were killed and seven others injured when nine coaches of Mumbai bound Duranto Express from Secunderabad derailed near Kalaburgi in Karnataka on Saturday wee hours.

Late last month, a speeding granite-laden truck rammed into Bangalore-Nanded Express train after breaking the closed gate at a level crossing in Anantapur district on August 24 killing six persons and injuring two.

On August 4, 29 people were killed when two express trains passing each other derailed while crossing a railway bridge struck by flash floods in Harda district of Madhya Pradesh, sending 17 bogies and one engine tumbling into a rain-swollen river.

What should be minimum wages and Fitment Formula in 7th Pay Commission report.

Minimum Wage and 7th Pay Commission wage hike Confederation of Central Government Employees and Workers Karnataka Branch estimates minimum wages and net increase out of 7th Pay Commission on the basis of some calculations.

There are number of unwanted articles on minimum wage, fitment formula and wage hike on many websites which are not true and create confusion among the Central Government Employees. This type of the articles also give wrong impressions and give wrong signals to the Government, these articles are written without having basic knowledge of the price rise and minimum wagecalculation.
The minimum wage calculation is given below.  Hence it is requested to go through the belowcalculation of minimum wages, as the 7th CPC has indicated the use of using Dr. Aykroyd formula and 15th ILO norms for calculation of minimum wages. The rates are taken from Government shops (retail prices are 10% more than Government prices) . The rates to be taken up by the 7th CPC may vary only marginally.
We should actually wait for the 7th CPC to give its report and then we should react and staff side JCM shall take necessary steps in this regard. Let us stop all such unwanted gossips of minimumwage, fitment formula and wage hike. The model minimum wage calculated using Dr. Aykroyd formula and 15th ILO norms as on 1st July 2015 is given below.

The main goal is to educate the Central Government Employees and prepare for the struggle path in case the  important demands expected of the 7th CPC are not met.
A) Minimum wage of Rs 25,000/- as per Government prices.
B) Fitment formula of 3.5
C) Wage hike of more than 60%.
D) Proper pay scales with proper increment rate.
E)  Proper promotion policy and proper allowances.
F) Wage revision from 1/1/2014.
  • DA as likely on 1st Jan 2016 is likely at 125%.
  • After 7th CPC implementation it will DA will be zero %
  • Existing Basic Minimum wage is Rs 7000/- as on 1/1/06
  • Add 125% DA as on 1/1/2016 =Rs 8750/-
  • Total existing Minimum Wage as on 1/1/2016 is Rs 15750/-
  • If the Minimum wage is fixed at Rs 25,000/-
  • Net Increase shall be Rs 9250/-
  • Net Increase should be 60%.

Shri A.K.Kapoor, General Manager, Metro Railway, Kolkata inspected and reviewed the progress of works of Joka – B.B.D.Bagh Metro Railway’s project.
Today (12.09.2015), Shri Kapoor alongwith senior officers of Rail Vikash Nigam Limited (RVNL) and senior officers of Metro Railway, Kolkata visited the Joka -B.B.D.Bagh Metro alignment from Joka to Mominpur and reviewed the progress of works.
 During inspection, Shri Kapoor visited construction works of Joka -B.B.D.Bagh Metro project at Joka, Taratala and Mominpur. Shri Kapoor also visited the proposed car-shed area of Metro Railway near Joka.
Shri Kapoor stressed upon the speedy completion of works of Joka -B.B.D.Bagh Metro project.

Kind attention is invited to the announcement made by the Government of India. Ministry of Labour and Employment on 1st September 2015, conveyed through press Information Bureau, extract of item no.2 the subject reproduced below:-
“For the purpose of bonus, the wage eligibility limit and calculation ceiling would be appropriately revised. It is proposed to revise the wage eligibility limit from Rs.10,000 to Rs.21,000 and calculation ceiling from Rs.3500 to Rs.7,000 or the minimum wage notified by the appropriate Government for that category of employment, whichever is higher, with the proposed revision of the minimum wages, the average calculation ceiling would be about Rs.10,000.”
In the light of the Government’s announcement as mentioned above. NFIR requests the Hon’ble MR to kindly arrange to take action for removal of calculation ceiling for the purpose of payment of productivity Linked Bonus (PLB) to Railway employees. Incidentally it is mentioned that in the past, as and when the Government had revised the calculation ceiling, the Ministry of Railways have accordingly paid P.L. Bonus to employees.

Center: Seventh Pay Commission To Propose Higher HRA

New Delhi: The Seventh Pay Commission is likely to propose to increase House Rent Allowance (HRA) of central government employees, besides their basic salaries.

By giving House Rent Allowance hikes, the Pay Commission is likely to seek to encourage property owners to rent out their properties, reduce the shortage of dwellings and to provide ‘housing for all central government employees’.

Besides the basic salary, a large portion of central government employees’ salary is the House Rent Allowance; some changes will be made in that category this time.

Ref: ER’s letter No.G470/0/1/XIV/P dated 31.08.2015.
With reference to ER’s letter cited above, it is advised that Privilege Pass/PTO/Post Retirement Complimentary Pass from next year’s account should be issued 5 months in advance in terms of amendments made to the Railway servants (Pass) Rules, 1986 (Second Edition-1993) through ACS No.73, issued vide Board’s letter of even number-dated 26.03.2012 which are reproduced below:-
Item 3 (xiv) of Schedule-11 (Privilege Pass/PTO):-
When an employee has availed all passes due to him/her in a calendar year, one set of passes and/or one set of PTO may be issued to him/her for journeys commencing in the next year only and the Pass/PTO may be debited to the next year’s pass account. Such advance issue of Pass/PTO should not exceed one month more than the Advance Reservation Period i.e. five months at present, of the current year, in general, from the date of issue.
Item (i) under column 4 “other facilities” of Schedule-IV (PRCP):–
A retired Railway Servant may be issued on his/her request one set of Complimentary Pass one month more than the Advance Reservation Period ie. five months at present, in general, in advance of the current calendar year from
the date of issue for journeys commencing in the next year duly debiting such issue of Complimentary pass in the next year’s account. ·
2. Accordingly, passes debitable to next year’s account and valid for travel in January 2016 may issue in September 2015.

Indian Railways to Launch Trial Run of Vacuum Toilets Tomorrow

NEW DELHI: Stinking washrooms on trains may become a thing of the past with the railways launching the trial run of vacuum toilet on Dibrugarh Rajdhani from Monday.

Vacuum toilet, a first in railways, will be on trial in Dibrugarh Rajdhani from September 14, said a senior Railway Ministry official involved with the project.

Fitted in the First AC coach at an estimated cost of about Rs. 3 lakh, the vacuum toilet is also equipped with the bio-digester system.
