Corruption in Railway Catering: Public Interest Litigation to Probe Companies

NEW DELHI: A plea was today filed in Delhi High Court seeking direction to conduct immediate nationwide investigation on catering firms running contracts in Indian Railways, alleging they were over-charging passengers and flouting directions of the Ministry.

A doctor in his petition before a bench of Chief Justice G Rohini and Justice Jayant Nath alleged that the catering companies were charging arbitrarily and not complying with the rates prescribed in the circular issued by the Ministry of Railways, to the prejudice of the common passengers who were being over charged.

The court has fixed hearing on the public interest litigation (PIL) on November 18.

Railway growth story yet to pick up steam

An in-house analysis by the railway ministry revealed that its expenses for running its affairs went up by Rs 1770.95 crore as compared to the corresponding period of the previous year.

Under pressure from its own steep targets for pushing business, the railway growth story — as promised in the Rail Budget — seems to be losing steam. In the first six months of the financial year, the national transporter has been grappling with huge shortfall in earnings, and even finding it difficult to speed up execution of key projects. Up to the end of August, there was an overall shortfall Rs 6172.78 crore in earnings as compared to the Budget Estimate for the financial year 2015-16.

“To ensure speedy execution, the (Railway) Board needs to review its budgeting and fund allocation mechanism so that pace of execution does not slag during the first four-five months of the financial year,” a letter from the Prime Minster’s Office said.

While a section of the railway bureaucracy blamed a supposedly tepid economy and the monsoon for the lack of freight business, figures suggested that its own management of the affairs was also to blame.

An in-house analysis by the railway ministry revealed that its expenses for running its affairs went up by Rs 1770.95 crore as compared to the corresponding period of the previous year. Most importantly, all the revenue streams showed a decline over six months.

While earnings from freight continuously suffered, those from carrying passengers — an area where the railway has a monopoly in most segments — was almost Rs 1,900 crore lower than what it should have been to meet the targets.

This year the railway had also pledged to spend Rs 1 lakh crore — the highest-ever for any Rail Budget. But the tardiness is evident from the fact that the railway has been able to spend only Rs 17,000 crore in the first quarter — clearly a sub-par performance. Central to the Rail Budget this year, the execution of 77 doubling works funded from external borrowings has been stuck in files. The NITI Aayog recently gave in-principle approval to a handful of them that will see some action soon.

Western Railway reduces travel time of several trains including Rajdhani

Western Railway on Tuesday announced that it had reduced the travel time of several trains under its jurisdiction, the changes coming into effect from October 1 when the new timetable for trains nationwide is implemented. Among the notable ones are the Mumbai Central-New Delhi Rajdhani which has been sped up by 25 minutes, which means the train will now cover the journey in 15 hours and 35 minutes.

Indian Railways shifts 6 trains from New Delhi to Anand Vihar, Sarai Rohilla

In order to decongest busy stations, Indian Railways has shifted several trains from New Delhi railway station to Anand Vihar and Sarai Rohilla in December as per the new Time Table.

In December, some trains will also be leaving from Old Delhi station to Sarai Rohilla station.

However, Kathgodam Shatabdi, popular with tourists, will be shifting from Anand Vihar to New Delhi in December.

Western Railway speeds up 42 trains, announces new timetable


Timetable for Mumbai’s suburban local trains also by the end of this year.

THE Western Railway has come out with a new timetable for its passengers travelling on the mainline from October 1, 2015. On Tuesday, Western Railway (WR) General Manager G C Agrawal launched the new timetable along with a compact disc (CD) and said they would bring out a new timetable for Mumbai’s suburban local trains also by the end of this year.

Chinese, French, Spanish firms to study PM Modi's Diamond Quadrilateral bullet train plan



The railway ministry has decided on the firms and consortia that will study the technical feasibility of three bullet train corridors- High Speed Rail in India- that comprise Prime Minister Narendra Modi's ambitious Diamond Quadrilateral.


The Quadrilateral has been divided into three packages with the first package being the Mumbai-Delhi corridor, the second one being the Mumbai-Chennai and the third package being the Delhi -Kolkata package.


The Mumbai-Delhi corridor will be studied by a consortium comprising the China-based Third Railway Survey and Design Institute Group Corporation along with the Lahmeyer International (India). The Mumbai-Chennai package will be studied by Systra of France, RITES of the Indian Railways and Ernst and Young LLP.

World’s biggest narrow gauge train network set to sail into history

Nagpur: World's biggest narrow gauge network, which part of South East Central Railway's Nagpur division, is set to become history. Of the 188.91km longest Balaghat-Nainpur-Jabalpur section, trains will stop running on 110km section between Jabalpur and Nainpur from October 1 for conversion to broad gauge. The narrow gauge network of SECR, Nagpur division, at present comprises 628km.

Rs. 10 cr. released to Amaravati Metro Rail Corporation

The State government has initiated measures to launch works on the Vijayawada metro project through Amaravati Metro Rail Corporation, body formed on the lines of the Delhi Metro Rail Corporation, for managing the proposed metro rail network in the new capital region.

Token amount

The government released Rs. 10 crore as token amount to enable the project consultant DMRC to commence preparatory action on the new corporation. The amount is being credited into account of DMRC i9n Oriental Bank of Commerce, New Delhi.
