Alternate Train Accommodation Scheme (ATAS) called “VIKALP” to be Introduced from Tomorrow i.e. 1.11.2015 on Pilot Basis

A Major Passenger Friendly move to Provide Confirmed Accommodation to Waitlisted Passengers in Alternate Trains
Facility to be Available Initially for E-Ticket (Internet Booking) Only
The Scheme to be Available Initially on Mail/ Express Trains of Two Sectors Namely Delhi –Lucknow and Delhi –Jammu   
Later, The Scheme to be Extended to PRS Counter Bookings as well as on Other Journey Sectors  


·         With a view to provide confirmed accommodation to waitlisted passengers and also to ensure optimal utilisation of available accommodation, a scheme Alternate Train Accommodation Scheme(ATAS) called “VIKALP” has been conceptualised and is to be introduced from tomorrow i.e. 1.11.2015.  Initially this scheme will be available only for the tickets booked through internet (E-ticket) as a pilot project for six months. More over initially this scheme would be provided on Mail/ Express Trains running on two sectors only namely Delhi-Lucknow and Delhi-Jammu sectors of Northern Railway. In this scheme, wait listed passengers of a train will be given option for getting confirmed accommodation in alternate trains. Based on the feedback, this scheme will be extended to PRS counter bookings and also on other journey sectors. This is a major passenger friendly move to provide confirmed accommodation to waitlisted passengers in alternate trains.
Salient Features of the scheme

·         The Alternate Train Accommodation Scheme (ATAS) is presently being launched under the name “Vikalp” on pilot basis only for the tickets booked through internet (E-ticket) on two sectors i.e. Delhi-Jammu and Delhi-Lucknow sectors. Based on the feedback it will be extended on PRS as well as  on other sectors.
·         The scheme is presently being implemented only across Mail/Express trains of same category.
·         No extra charges shall be taken from passenger or any refund shall be provided for difference of fare.
·         The scheme is applicable to all waiting list passengers irrespective of booking quota and concession. In pilot phase the scheme will be available on few pre-designated trains in the above sectors only.
·         Under this scheme, waiting list passengers will give choice to opt for ATAS scheme.
·         ATAS opted passengers who remain fully waitlisted after charting will only be considered for allotment in the alternate train.
·         Fully WL passengers opted for ATAS should check PNR status after charting.
·         Either all passengers of a PNR or none will be transferred to alternate train in same class.  The passenger can be considered for shifting to a train leaving from any station amongst the cluster of stations defined by Railways based on the convenience of the passengers to a station serving the destination station on the same analogy.
·         The ATAS opted passengers who have been provided accommodation in the alternate train will not figure in the waitlisted charts of their original train. A separate list of passengers transferred in alternate train will be pasted along with the CONFIRMED and WAITLIST charts.
·         The passenger allotted alternate accommodation can travel in the alternate train on authority of original ticket.
·         Waitlisted passengers of original train shall not be allowed to board the original train if allotted alternate accommodation. If found travelling, they will be treated as travelling without ticket and charged accordingly.
·         Passengers once provided alternate accommodation in alternate train will be treated as normal passengers in alternate train and will be eligible for upgradation.
·         In rare situations, passengers who have been provided alternate accommodation might get dropped/re-allotted in alternate train due to last minute change in composition of the alternate train at the time of chart preparation. So, passengers who have been provided alternate accommodation should check PNR status also after preparation of charts of the alternate train for final status.   
·         This information will be available on Call Centre (139), PRS Enquiry Counters, Passenger Operated Enquiry Terminals installed at stations and WEB ENQUIRY on
·         Passenger will also get SMS alert on their Registered mobile phone number about getting confirmed alternate accommodation.
·         When an ATAS opted passenger opts to cancel, after he/she has been given an alternate accommodation, he/she will be treated as a CONFIRMED passenger and the cancellation rules will apply accordingly.
·         No refund for difference of fare between the original train and the alternate train, including Tatkal charges, if any, will be given to re-allocated passengers.
·         Once an ATAS passenger has been allotted alternate accommodation, journey modification will not be permitted. If required, the passenger will have to cancel the ticket and book a fresh ticket for modified journey.
·         When a passenger who has been allotted alternate accommodation has not performed his journey in the alternate train, he can claim for refunds by filing a TDR request.   
1.      Opting for VIKALP does not mean that confirmed berth will be provided to passengers in alternate train. It is subject to train and berth availability.
2.      Once confirmed in Alternate train, Cancellation charges will be as per your berth/train status in alternate train.
3.      In this scheme, your boarding and terminating station might change to nearby cluster stations.
4.      You can be transferred to any alternate train available within 12 hrs from the scheduled departure of original train, in which you have booked
5.      Please check PNR status after charting.

Indian Railways In Partnership with UNDP to Organize an International Summit on “Energy Efficient Technologies in Railways” on 06.11.2015 at New Delhi

Ministry of Railways in partnership with United Nations Development Programme (UNDP) is organizing an International Summit on “Energy Efficient Technologies in Railways” on 06.11.2015 at New Delhi. It is first of its kind initiative that the Ministry of Railways is partnering with the UNDP to explore the latest energy efficiency solutions and technology that it can reduce energy bills and facilitate sustainable development. The International Summit is a step in this direction. 

Minister of Railways Shri Suresh Prabhakar Prabhu has given lot of emphasis on energy conservations and energy saving programmes and has outlined the same in the railway Budget Speech 2015-16 speech. On his directions Indian Railways has been undertaking detailed energy audit which will reveal huge potential for energy saving.

Odisha State Government to Sign MoU for SPV on Railway

Bhubaneswar: Railway network in Odisha remains grossly inadequate with several backward tribal dominated and Naxal-hit districts totally excluded from the railway map. Though the allocation for the State in 2015-16 budget increased to Rs.2514 crore, still development of railway infrastructure in backward areas of the state remains far from satisfactory.

The focus of the state government is on five ongoing projects, four of which were sanctioned more than ten years back. These include Khurda-Bolangir rail project (289 km, sanctioned in 1994-95), Haridaspur-Paradeep SPV project (82 km, sanctioned in 1995-96), Angul-Duburi-Sukinda SPV project (90 km, sanctioned in 1997-98), Talcher-Bimlagarh (154 km, sanctioned in 2004-05) and Jaleswar-Digha (40 km, sanctioned in 2010-11).

Land acquisition process begins for Metro Line near Electronics City

Bangalore: The Bangalore Metro Rail Corporation (BMRCL) has issued a preliminary notification to acquire 48 acres near Electronics City for its new East-West line.

“It has been published in the gazette as part of our process to acquire 297 properties for the 8 km stretch between Chikka Begur and Bommasandra,” M S Channappagoudar, General Manager, Bangalore Metro Rail Corporation (BMRCL), told.

Disabled forced to ‘pay’ for wheelchairs at Chennai; Doctor with disability harassed at Mumbai

Chennai: The iconic Chennai Central railway station is anything but friendly towards senior citizens and the differently abled. Not only are they provided with dirty wheelchairs they are even forced to pay for a facility that is supposed to be free, they complain.

A week ago, when a passenger nearly fainted at the station, a porter appeared with a wheelchair and offered to ferry the patient to the emergency medical centre – for an exorbitant fee. When questioned, he walked away nonchalantly leaving the patient to fend for himself.

Disabled rights activist T M N Deepak says, “It is the responsibility of the railway ministry to provide us with well-functioning wheelchairs but we only get broken ones.” Others say they can find a wheelchair only at the passenger care centre near the station manager’s office. The lack of proper signage to guide the disabled is another problem they say, adding that it is against the UN declaration on persons with disabilities.

A railway employee at the passenger care centre said, “Wheel chairs are provided to the disabled for free but if they require assistance with the wheelchair they are charged accordingly.” But the Railways has not displayed these charges.

Waitlisted Passengers to get Confirmed Berth under ‘Vikalp’

New Delhi: The Railways is launching a new scheme on Sunday under which waitlisted passengers can get confirmed accommodation in next alternative train if they opt for the option while booking their tickets online.

Known as Viklap, the alternative train accommodation scheme will take off in trains running on Delhi-Lucknow and Delhi-Jammu sectors from November 1, on a pilot basis.

Mumbai Port Trust for 30-year Lease on Land near Wadala Station

Mumbai: The Mumbai Port Trust (MbPT) has asked the Mumbai Rail Vikas Corporation (MRVC) to take the land it owns near Wadala station for a lease period of 30 years instead of the usual 60 years and above. This land would be used for extending platforms at Wadala station which will be done within the deadline of turning the Harbour line fit for running from 12 coach trains by March of next year.

Although the MRVC officials are partially happy about the lease, negotiations are still on about extending the time period and deciding an acceptable amount for the lease.

Western Railway to complete Simhasta Kumbh related works by Jan 2016

Ratlam: Divisional Railway Manager (DRM) of Ratlam Division Manoj Sharma announced on Saturday that all Simhasta-related works currently going on in and around the city would be completed by January 2016. However, he did not give time frame for the Indore-Mhow gauge conversion.

Sharma, who arrived here, inspected works going on in the outskirts of the city. He began inspection from Fatehabad and visited Laxmibai Nagar, Manglia and Dewas. The DRM, who was accompanied by branch heads, conducted inspection particularly the works related to passenger and railways security. However, at the end of inspection, while talking to media, he said that all railway works linked to Simhasta fair in the city and Laxmibai Nagar would be over by January 2016.

Southern Railway to replace 43 Girders on Pamban bridge

Rameswaram (RMM): Seeking to enhance the safety and strength of the century-old Pamban rail bridge, India’s first cantilever bridge, the Southern Railway has decided to replace 43 more girders.

While 16 highly-corroded girders would be replaced by March next, 27 girders would be replaced during 2016-17, M. Suyambulingam, Southern Railway Chief Engineer (Bridges), said.

As suggested by the Indian Institute of Technology – Madras, which had conducted a study on the stability of the bridge in 2013, the Southern Railway had replaced 28 highly corroded girders and proposed to replace 43 more, the Chief Engineer, who was here on Saturday to inspect the bridge, said.

New Delhi: The Railways has announced initial guidelines for the proposed re-development of 400 stations in the country, mandating that an applicant has to have a net worth of at least Rs 50 crore at the end of the last financial year to be eligible to bid for it.

Already, the ministry has held an informal meeting with potential investors to understand expectations of private players, sources said. Representatives of real estate bigwigs, including Shapoorji Pallonji, Hindustan Construction Company, Larsen & Tubro, ATS Infrastructure, GMR, Raheja Developers, Tata Infrastructure and Reliance Infrastructure met railway officials in Delhi last week for this purpose, they added.

Naidu wants SCR to study Options on Rail link to new Andhra Capital ‘Amaravati’

Vijayawada: Chief Minister N. Chandrababu Naidu on Saturday wanted South Central Railway General Manager Ravindra Gupta to explore the possibility of establishing rail connectivity along the four and six-lane roads proposed to be laid between Amaravati and Rayalaseema to which the Hyderabad-Bengaluru highway would be linked.

The Chief Minister further suggested that SCR come up with a detailed action plan for developing the railway network so as to help transform the State into a logistics hub. Enhanced railway linkages on these routes would give a major fillip to development of the State Mr. Naidu told Mr. Gupta, when the latter’s called on the Chief Minister at his office here.
