Foodgrain transportation by Railways declined almost a fifth in Apr-Sept 2015, hits the transporter’s freight revenue hard

New Delhi: Foodgrain transportation by the Indian Railways declined almost a fifth in April-September this year, hitting the transporter’s freight revenue hard, and this has mostly to do with some of the large grain-deficit states reducing their dependence on other states and augmenting local procurement.

Food Corporation of India (FCI), which is largely responsible for nationwide procurement of grains, has had to collect much lower amounts of grain in recent months as West Bengal, Uttar Pradesh and Bihar, among others, have increased sourcing of rice and wheat from within the respective states. These states, with a substantial poor population, lack an efficient mechanism for grain procurement.

This makes them reliant on the ‘central pool’ (read FCI) created by surplus states like Punjab, Haryana, Madhya Pradesh, Chhattisgarh and Odisha for running their targeted public distribution system (TPDS).

In the first half of the current fiscal, FCI transported only 18.7 million tonnes of foodgrains using the railways’ network, down 20% from the corresponding period in the previous year. The railways’ overall foodgrain loading also correspondingly declined — the transporter carried 22.14 million tonnes of grain in the first half of the fiscal, down 19.5% from the year-ago period. Grains are the third major freight revenue item for the railways after coal and cement.

Panel under NITI Aayog takes over appraisal process of High-speed Railway network

The PMO-appointed Empowered Committee on Innovative Collaborations under NITI Aayog vice-chairman Arvind Panagariya has taken over the appraisal of the ambitious High-speed Railway network to ascertain its way forward and how to go about implementing the first section between Mumbai and Ahmedabad, signifying the NDA government’s seriousness regarding the cost-intensive project.

The high-power committee also has secretaries of Department of Economic Affairs and Department of Industrial Policy and Promotion. Former Central Vigilance Commissioner P Shankar and former Cabinet Secretary KM Chandrashekhar are also part of the committee.

JVs with States to speed up Rail projects, can push Station Redevelopment

New Delhi: With the FY16 Railways operating ratio certain to deteriorate with a shortfall in both passenger and cargo revenues—till the end of October, the shortfall was already over Rs 9,000 crore—what happens in FY17 depends on the efficiency gains it is able to make; the 7th Pay Commission will add to the wage bill, making balancing budgets that much more difficult.

Apart from the savings in fuel costs that have come about this year thanks to the fall in global diesel prices—electricity costs will also come down with competitive tendering in the loading rates. From a 22.9 tonne axle load for freight trains, the Railways have done their trials and hope to get the railway safety commissioner’s approval within a week for axle loads of 25 tonnes—a total of 30,000 wagons are to be converted to this, of which 12,000 are to be ready by February itself. New wagons have also been designed to increase the carrying capacity by around a third—how much this will yield will depend upon how fast new wagons are ordered.

Old Transmission Lines on Bengaluru-Ramanagaram route pose a hurdle to MEMU Trains

The hurdle is power lines crossing Nayandanahalli junction
Bangalore: The operation of Mainline Electric Multiple Unit (MEMU) trains to Ramanagaram will have to clear an additional hurdle.

While starting operations at the maintenance shed in Banaswadi in the coming months will allow South Western Railways (SWR) to introduce more MEMU services, it has to deal with electricity transmission lines crossing over railway property on Mysuru Road.

According to officials, there are some old transmission lines running over a few points on the Bengaluru City-Ramanagaram route. These will have to be removed before the railways can lay their own lines for operating MEMU services. However, Karnataka Power Transmission Corporation Limited (KPTCL) has not been able to shift these lines to alternative locations due to lack of space.

The Mumbai divisions, catering to more than 75 lakh passengers a day, saw a 10% drop in April-August from the previous year, Delhi saw a drop of 4.35%, while Sealdah and Howrah saw a drop of around 3.5%.

6 new plants will have a capacity of around 75,000 bottles. Cost of setting up each plant is between Rs 8-10 crore

The new plants would be set up under a ‘Design-Build-Operate- Transfer’ Public Private Partnership (PPP) model. Through this move, the contribution of Rail Neer in the total revenue share of IRCTC is expected to rise by more than Rs 100 crore.

Over 4 per cent hike in upper class railway fares from Sunday

New Delhi: Railway fares for travel in the upper class categories will go up from tomorrow as a service tax levy of 14 per cent and a Swachh Bharat cess of 0.5 per cent become effective.

According to a rail ministry circular, fares will go up by 4.35 per cent for First Class and all AC Classes from November 15. There was a notification by the government for imposing a Swachh Bharat cess on all taxable services on November 6.

Railways mulling Flexi Fares for all Trains

New Delhi: Indian Railways is considering introduction of dynamic fares for all classes in all trains on the lines of air fares. The plan was mooted after the success of premium trains and Suvidha though fares were expensive, sometimes touching levels that are just 50% lower than air fares on many of the short routes.

As passenger traffic has been dipping in the last few years across the country, railways is looking at different ways to generate revenue from passengers on high-density routes. Different suggestions are being mooted by the commercial wing of railway zones because railways has limitations in expanding its network. Passenger earnings went up by 8.5% in April-September period when compared to the corresponding period last year though the number of passengers dipped.
