Chennai rains - list of cancelled trains from Chennai: In view of the Chennai floods situation, the South Eastern Railway today (Thursday) cancelled Tata-Alleppey Express. Due to incessant rains and flood in Chennai, Tata-Alleppey Express, the only daily express train linking the southern states with this part of the country, will remain cancelled today, said O P Sharma, Station Superintendent of Tatanagar. (Reuters)

Board wants only engineers as Indian Railways officers

The proposal, to be deliberated by the board on Wednesday, prompted the civil services cadres to form a separate union and submit a memorandum in protest on Tuesday.

The Railway Board has proposed that recruitment in the Indian Railways should be delinked from the Civil Services Examination and the national transporter should be run only by engineers and technocrats, with no place for non-engineers or civil servants at the top.

Frequency of 450 Indian Railways trains to be reduced in January-February due to fog

The frequency of more than 450 Indian Railways trains including Rajdhani, Shatabdi and Duronto will be reduced during the January-February period next year due to foggy weather which is expected to hit north India.

Keeping the fog situation in mind, Railways have chalked out a plan to deal with the situation by reducing frequency of 458 trains by one day to three days a week from January 8 to February 28, said a senior Railway Ministry official.

Train No. 08301 Sambalpur – Yesvantpur Suvidha Weekly Special Train will depart Sambalpur at 08:50 hrs on December 2, 9, 16, 23 and 30, and on January 6, 13, 20 and 27, 2016, and arrive at Yesvantpur at 16:30 hrs the next day.

Indian Railways: Now, refund tickets in small stations at special counters

The decision will come into effect from December 1, 2015, under which one existing UTS counter will be earmarked as UTS-cum-PRS facility where passengers will be granted refund.While the Indian Railways has made cancellation of reserved tickets costlier, a new decision makes the cancellation procedure much easier.

The commercial department of Indian Railways recently issued a circular which will enable cancellation of tickets booked from counters, after the closure of Passenger Reservation System (PRS) at stations where there are no current reservation counters, at eight stations in the Pune Division.

Indian Railways brings out policy on solar capacity panels at stations

In line with the budget commitment made by Indian Railways towards installation of solar plants as part of its 'Solar Mission' to reduce dependency on fossil fuels, the transporter has come out with a policy on solar capacity panels on rooftops of railway stations.

It has envisioned a plan to source 1,000 mw of solar power over five years besides establishing 132 mw of windmill plants by REMCL. Of the 1,000 mw which will be harnessed through solar power 500 mw will be generated through solar capacity panels on rooftops.

Details of 15 Day Drive Conducted by Railway Officers

As a part of “Railyatri/Upbhokta Pakhwada” organized from 26/05/2015 to 09/06/2015, Railway officers had inspected stations and interacted with passengers all over Indian Railways. 

Inspection of various railway facilities at stations, trains etc and interaction with passengers travelling in different coaches, is a continuous process on Indian Railways. 

Corrective action is taken on the short-fall/deficiencies and passenger grievances that come to notice/knowledge during such inspections and interactions, including this “Railyatri/Upbhokta Pakhwada”, depending upon their viability and availability of resources.

Ministry of Railways Takes Steps to Develop Railways of Global Standards

Modernization and technology upgradation on Indian Railways is an ongoing process. Major initiatives include implementation of Western and Eastern Dedicated Freight Corridors, mechanized maintenance of assets, automatic signalling and train protection system, electrification, setting up manufacturing facilities for high horse power diesel and electric locomotives, modernization of railway stations and terminals, passenger ticketing & information systems, enhancement of train capacity and higher capacity wagons. 

Bio/Vaccum Toilets in Trains

A development tender for 80 vacuum toilets for 40 coaches is under consideration. A hybrid vacuum toilet, combining requisite features (i) of standard vacuum toilet system (being used in advanced railway systems of the world) and (ii) of bio-toilet system (being used in Indian railways network), has been installed for trial in a First Class air conditioned coach of Dibrugarh Rajdhani in September 2015. 

Following advantages are envisaged by using hybrid vacuum toilets: 

FDI in Rail Engine Factories

Projects to be set up through Foreign Direct Investment are: -

(i) Diesel Locomotive Manufacturing Factory at Marhoura; and 

(ii) Electric Locomotive Manufacturing Factory at Madhepura. 

He further said that M/s GE Global Sourcing India Pvt. Ltd. has been selected as Joint Venture Partner for manufacture of Diesel Locomotives at Marhoura and M/s Alston Manufacturing India Ltd. has been selected as Joint Venture Partner for manufacture of Electric Locomotives at Madhepura. (d) The share of Ministry of Railways in the equity of each of the project will be 26 % subject to a maximum of ` 100 cr. for each of the projects. 

(e) Contracts have been signed with the respective Joint Venture Partners (JV) and further action would be taken in terms of the contract agreements.

Skill Development Programmes in Railway Land

Indian Railways will make available sparable infrastructure, which are not operationally required by Railways for the time being, to Ministry of Skill Development & Entrepreneurship (MSDE). The Ministry of Skill Development & Entrepreneurship (MSDE) through Directorate General of Training (DGT) and National Skill Development Corporation (NSDC) and in consultation with Railway, would identify areas within Railway premises where MSDE will undertake skill development programmes for unemployed youth especially in rural & remote areas. 

Increase in Railway Services

With a view to clear the rush of passengers on different railway routes and during important festivals like Chhath, Holi, Diwali etc. Railways run special trains and also augment capacity on the existing scheduled services subject to operational feasibility and resource availability. However, a compendium of special trains on State-wise basis is not maintained. 

Manpower for Railway Projects

Manpower requirement for Railway Projects, which are executed by the Construction Organisations of the Railways, are met by posting railway employees against the various posts created for the purpose. 

It has been decided to set up the first Railway University by upgrading the National Academy of Indian Railways at Vadodara. Detailed Project Report for setting up the Railway University has been prepared by M/s. Educational Consultants India Limited (EdCIL) . 

Modernisation of Railways is a continuous process which takes place through execution of various sanctioned works. There is no proposal to modernise Indian Railways with foreign railway assistance. However, debt from Bi/Multilateral lending agencies is used for implementation of Railway projects like the Dedicated Freight Corridor project.

Railway University

Designated delegation has recommended tie ups with Chinese Universities and Training Institutes to the extent of designing multi-disciplinary and multi-speciality course content and detailed course-curriculum, design and development of research centres and joint research programmes. 

Development of Railway Stations of Internation Standards

Ministry of Railways has planned to offer ‘A-1’ and ‘A’ category stations (about 400 stations) for redevelopment on ‘as is where is’ basis. Category of stations is decided on the basis of annual earnings from passenger traffic. ‘A-1’ category stations have annual earnings of more than `60 crores and ‘A’ category stations have annual earnings of `8 – 60 crores. An institutionalized mechanism is in place for monitoring quality and hygiene standards of catering services through regular, surprise and periodical inspections. Modernization of Railway Stations

Modernisation/upgradation of stations is undertaken according to their category based on earnings of the stations irrespective of their location, on a continuous basis as per availability of funds. Presently, development of stations is taken up under ‘Adarsh Station Scheme’. The expenditure on development of stations under ‘Adarsh Station Scheme’ is generally funded under Plan Head –‘Passenger Amenities’. State/UT-wise

Monitoring of Railway Tracks

Railway is undertaking monitoring of Railway tracks as per laid down systems which, inter alia, includes daily monitoring by Keyman, monitoring at predefined interval by various level of inspecting officials and monitoring of track parameters by Track Recording Cars (TRCs) and Oscillation Monitoring Systems (OMS). The system of monitoring of Railway Tracks by TRCs and OMS is in line with global practices. The monitoring of Railway tracks is being done on all Zonal Railways.

Dynamic Fare System in Indian Railways

At present, there is no proposal to introduce dynamic fare system which would charge higher fare close to journey date. However, there is Premium tatkal quota in identified trains in which system of dynamic fare is applicable. Also, Indian Railways is running Suvidha/Premium Special trains with variable/dynamic fares where fares increase with the number of berths being sold in a step-function manner. 

Railway’s Initiative on Cold Storage for Fruits

Under a pilot project called “Kisan Vision Project”, Container Corporation of India Limited (CONCOR), Central Warehousing Corporation (CWC) and Central Railside Warehouse Company Limited (CRWC) were asked to provide infrastructure to encourage development of facilities for setting up cold storages and temperature-controlled perishable cargo centers as well as developing agri-retail outlets through public private partnership (PPP) mode at six locations on Indian Railways. Details of these projects are as under:- 

(i) Nasik (Maharashtra): The centre located in Nasik District of Maharashtra is functional since 23.02.2013.
