The Union Cabinet chaired by the Prime Minister Shri Narendra Modi was today apprised of the following Memorandum of Cooperation (MoC) and Memorandum of Understanding (MoUs):-
(i) The MoC signed between Ministry of Railways (MoR) and Ministry of Land, Infrastructure, Transport and Tourism (MLIT), Japan on technological cooperation in Rail Sector on 11thDecember 2015.
As per corporate safety plan (2003-2013) it was targeted to reduce fire accidents on the trains from 14 to 3 by the year 2012-13. In the year 2012-13, 9 fire accidents took place on trains. Thus, there has been a reduction of 35% in the fire accidents on trains over the same period(2003-13). This declining trend is continuing in the current year & till 31.01.2016 there has not been a single case of fire accident on train.
|As on 31.03.15, disabled friendly coaches with wider entrance doors for wheelchair access are more than 5% of total holding of Indian Railway coaches. It is endeavoured to provide at least one such disabled friendly coach in Mail & Express trains.|
Second Class cum luggage and brake van with PWD (Persons with Disabilities) Compartment coaches and Power Cars for Garib Rath trains having provisions for PWD Compartment with air-conditioning are already in service. In these coaches, mobility-impaired person may require help for boarding.

A work of upgrade to one semi-high speed LHB (Linke Hofmann Busch) rake with 200 kmph speed potential has been sanctioned. Design of these coaches also includes provision of automatic sliding entrance doors and electro-pneumatically assisted brake system.
Rail Coach Factory, Kapurthala has been entrusted to manufacture these coaches. Estimated cost for upgrade is around ₹1 crore per coach as per sanction.

As a part of Railway’s commitment to upgrade/augment passenger amenities at Railway Stations on continuous basis, development of Multi Functional Complexes (MFCs) at Railway Stations was first announced in Railway Budget 2009-10 to provide rail user facilities like Shopping, Food Stalls & Restaurants, Book Stalls, PCOs/STD/ ISD/FAX Booths, Medicine & Variety Stores, Budget Hotels (subject to viability), parking, etc.
A Committee was constituted for putting up consolidated proposal for creation of ‘Rashtriya Rail Sanraksha Kosh(RRSK)’, a non-lapsable fund. The committee has submitted its report in December 2015. The committee in its report has envisaged the works of Track Renewal and Upgradation, Bridge Rehabilitation, Elimination of Level Crossings, Construction of Road Over Bridges/Road
Various remedial measures have been taken by the Railways to check the misuse of e-tickets including the following:-
1. Carrying of any one of the prescribed proofs of identity at the time of undertaking journey on e-tickets.

Ferozpur: Construction of limited height subways, an initiative of the Indian Railways, for preventing accidents occurring due to unmanned railway crossings, is doing well in the region with railway lines set to get more such subways in the coming years.
Sharing details about limited height subway (LHS) projects in the region, Ferozepur railway division officials said six such subways on Ferozepur-Jalandhar railway line, three on Ferozepur-Fazilka line, three on Ferozepur-Ludhiana line, and one on Ferozepur-Bathinda line had been constructed in the last one year.

New Delhi: Prime Minister Narendra Modi on Friday said that there are several ongoing reforms in Railways, which are not being focused upon.
“No one has given attention to the reforms being undertaken in railways till now. Those who talk of big reforms can see how much changes have come in the Railways,” Modi said at the launch of Setu Bharatam Project here. “Indian Railways needs fundamental changes…..Many MPs get happy with announcement of projects announced for their constituency in Parliament….but many of them will not be implemented,” said Modi, while inaugurating the Sethubharatam project, a project to strengthen the bridges.

New Delhi: The railways is in the process of conducting an audit of train operations, particularly on the crucial Mughalsarai-Allahabad-Kanpur-Ghaziabad section, to address the problem of late running of passenger services, Rajya Sabha was informed on Friday.

Ahmedabad: Japan International Cooperation Agency (JICA) today inked a pact with the Centre to provide 82.434 billion yen (about ₹4,870 crore) assistance for Ahmedabad Metro Rail Project.
With this pact, the cumulative loan amount provided by JICA for metro projects in India (including Delhi, Chennai, Bengaluru, Kolkata and Mumbai Metro’s) has exceeded 1 trillion yen (approximately ₹59,071 crore).
New Delhi: Over 200 rail accidents out of the total 292 were caused due to failure of railway staff in the last few years with action being taken against 542 employees and penalties imposed in over 500 cases.
As per the findings of inquiry committees including prima-facie causes, out of a total of 292 consequential train accidents, excluding mishaps which occurred at unmanned level crossings, from 2012-13 to January 2016, 204 accidents have been attributed to failure of railway staff, according to Railway Ministry data.
New Delhi: Indian Railways have finalized a policy for harnessing solar energy on rooftops of Railway premises.
The policy provides for setting up solar power plants through developer mode with a long term Power Purchase Agreement (PPA) by Railways.
In order to reduce dependence on fossil fuels, it has been intended to expand sourcing of solar power as part of the Solar Mission of Indian Railways.
The new research unit will be headed by a reputed scientist, who will report directly to the Chairman, Railway Board, said a senior Railway Ministry official, adding “the need for such a wing was felt for long”.
Technology seems to be the latest mantra in the Indian Railway, with the national transporter set to create a special unit for conducting in-house research. Named SRESHTA (Special Railway Establishment for Strategic Technology and Holistic Advancement), the new entity will comprise mostly scientists and railway experts.
Research Design and Standards Organisation (RDSO), railways’ current research arm, will focus only on day-to-day issues, while SRESTHA will be responsible for long-term research for improving the functioning of the public sector behemoth.

Gurgaon: Railways Minister Suresh Prabhu announced on Monday that a rail coach factory would be set up in Haryana.
Addressing captains of industry in the two-day ‘Haryana Happening Global Investors Summit’ here, he said that in the recent rail budget, the government has decided to make huge investment in Haryana to expand the rail connectivity.
“We want to take the rail infrastructure at the next level so that Haryana will further become an infra hub and contribute significantly in growth of the country,” he said.
Prabhu also said that he was happy to announce to make the project of setting up of a rail coach factory in Haryana a reality. The factory is envisaged to be set up over an area of 120 acres.
Lucknow: Bajaj Power Generation Company has signed an agreement with the Railways for electrification of the Lalitpur-Udaipura rail section under the public private partnership (PPP).
The Railways would complete the electrification work in a year’s time under its customer funding scheme, which would cost nearly Rs.47 crore.
New Delhi: Japanese International Cooperation Agency (JICA) has shown keen interest in supporting six more Metro rail projects in Delhi, Pune, Vijayawada, Chennai and two light Metro projects in Thiruvananthapuram and Kozhikode which may require a total loan of Rs 38,700 crore.
Interacting with the Union urban development minister M Venkaiah Naidu, JICA senior vice-president Hideaki Domichi enquired about the latest stage of progress in respect of these projects including phase-IV of Delhi Metro and Phase-II of Chennai Metro, which are under consideration for approval.
Under the new modified special terms for economic partnership (STEP) with Japan approved by the government, JICA loan comes with an interest rate of 0.30% as against the rate of 1.30% on earlier loans. The tenure of loan will be 40 years as compared to 30 years for normal JICA loans.
