Post merger of Budgets, FinMin won’t take over Railways’ liabilities

The only notable change, therefore, as a result of the merger in 2017 will be that the railway minister will not be presenting a separate rail Budget.

New Delhi: Railways is not going to get a sweetened deal in the upcoming merger of the nine-decade-old Rail Budget with the Union Budget. In the recently-concluded official-level deliberations over the merger between the two ministries, the finance ministry neither agreed to take over the liabilities of the transporter nor change the definition of the money it gives to Railways from “loan” to “grant”.

The only notable change, therefore, as a result of the merger in 2017 will be that the railway minister will not be presenting a separate rail Budget. Other than that, Railways will continue to fend for itself, managing its own revenue and meeting its bills of salary, pension and other liabilities. The report, detailing the process of the merger, is ready with the finance ministry, which will now approach the Cabinet for approval on the same.

ir-budgeting-general

New Delhi: As the merger of Rail Budget with the General Budget is expected from the next financial year (2017-18), the cash-strapped Indian Railways is expected to save up to Rs 10,000 crore on account of the fact that it will not be required to pay dividend to the government then on.

Recommending that the government should waive off payment of dividend by the Railways, the Joint Committee set up to finalise modalities for the merger of Rail Budget with the General Budget, which submitted its report to the Finance Ministry, however suggested the practice of getting gross budgetary support (GBS) from the exchequer should continue. The Railways pays out Rs 10,000 crore as dividend a year after getting a GBS of about Rs 40,000 crore, which the committee recommended various changes including waiving off of payment of dividend by railways.

Railways to save Rs 10,000 crore after budget merger

Cash-strapped Railways will save about Rs 10,000 crore annually as it will no longer have to pay dividend if the separate Rail Budget is scrapped, which is likely to happen from the next financial year (FY).

A joint committee — comprising senior officials from Railways and Finance Ministry — set up to finalize the modalities for the merger of Rail Budget with the General Budget has submitted its report to the Finance Ministry recommending various changes, including waiving off of payment of dividend by railways though the practice of getting the gross budgetary support (GBS) from the exchequer will continue.
