Last Hurdle for Ken Betwa link over Uma Bharti presents cheque worth 3274 crore for Polavaram and Irrigation Projects Gujarat and Maharashtra

Union Minister for Water Resources, River Development and Ganga Rejuvenation Sushri Uma Bharti today announced that last hurdle for Ken Betwa river link project is over. Addressing a function in New Delhi today the Minister said wild life board has cleared the project and after deciding its funding pattern the formal construction work will start.
The Minister handed over a cheque of Rs. 1981 crore issued by NABARD to the Chief Minister of Andhra Pradesh Shri N Chandrababu Naidu for Polavaram irrigation project. Speaking on the occasion she said government has declared it as a national project and all future expenditure on it will be borne by the centre. The Minister said all irrigation projects under PMKSY and AIBP including Polavaram will completed by the year 2019. This will help in irrigating additional 80 Lakh hct. agricultural land.
Sushri Bharti also handed over a cheque of Rs. 830 crore issued by NABARD to irrigation Minister of Maharashtra Shri Gireesh Dattatreya Mahajan and a cheque of Rs. 463 crore to the Deputy Chief Minister and Irrigation Minister of Gujarat Shri Nitin Bhai Patel as financial assistance for various irrigation projects. The Minister said 26 irrigation projects of Maharashtra will be completed by the year 2018. Most of these are in drought prone districts of the State.
Union Finance Minister Shri Arun Jaitely, Union Urban Development Minister Shri M Venkaiah Naidu, Chief Minister of Andhra Pradesh Shri N Chandrababu Naidu and Union Minister for State Water Resources, River Development and Ganga Rejuvenation Shri Vijay Goel also spoke on the occasion.
The issues related to implementation of projects under PMKSY-AIBP including prioritization of projects were deliberated in the Committee headed by Shri Brijmohan Agrawal, Minister (Water Resources) of Chhattisgarh.  As per the information supplied by concerned States to the Committee, 99 projects were identified for completion upto 2019-20.  23 projects (Priority-I) have been identified to be completed by 2016-17 and another 31 projects (Priority-II) have been identified to be completed by 2017-18.  The balance 45 projects (Priority-III) have been identified to be completed by December 2019. 
Total funds required for completion of all the 99 identified projects have been estimated at Rs.77595 crore (Rs.48546 crore for project works and Rs.29049 crore for CAD works) with estimated Central Assistance of Rs.31342 crore.
The Finance Minister in his budget speech during 2016 has announced for creation of dedicated Long Term Irrigation Fund (LTIF) in NABARD with an initial corpus of about Rs. 20,000 crore and an amount of Rs.12517 crore has been provided as budgetary resources and market borrowings during 2016-17. 
  Keeping in view of the budgetary constraints, it was decided to borrow Central share/Assistance (CA) from NABARD as per year-wise requirements which could be paid back in 15 years’ time keeping a grace period of 3 years.  Further, the proposal envisages that the State Governments, if required, may borrow funds from NABARD for the State Share.
Polavaram Project (also known as Indira Sagar (Polavaram) Project is a multi-purpose project with an assessed Cultural Command Area of 2.91 lakh hectares and power generation potential of 960 Mega Watt(MW) . It also has a provision for supply of 23.44 thousand Million Cubic Feet (TMC) water as drinking water supply to Vishakhapatnam city and other areas, as also industrial water supply to Vishakhapatnam Steel Plant. An inter basin transfer of 80 TMC water annually to Krishna River Basin is also envisaged.
The project was accorded investment clearance by the Planning Commission for Rs 10151.04 cr (at 2005-06 price level) in 2009. The current cost at 2010-11 level is Rs.16010.45 crore.  The project was under construction with Central Assistance under Accelerated Irrigation Benefits Programme (AIBP). An expenditure of Rs 5135.87 crore has been incurred upto 31.03.2014 including Central Assistance of Rs 562.469 crore provided under AIBP.
           After declaration of the Polavaram project as National Project in the Year 2014, Rs 950 crore has already been released to Polavaram Project Authority till date. To meet the balance expected current year’s liability of Rs 2981.54 crore as reported by the State Government, arrangement of funds from NABARD has been made. Out of above balance expected current year’s liability of Rs 2981.54 crore an amount of Rs. 1981.54 crore was released today.

MOS (I/C), Petroleum & Natural Gas Shri Dharmendra Pradhan today reviewed the stock position in the State of Manipur. He directed the Oil Marketing Companies (OMCs) to take all possible remedial measures to ease out the situation.

Initiatives and Achievements of Ministry of Health and Family Welfare: A Year End Review, 2016

1.      The Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA)
Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) is aimed at reducing maternal and infant mortality rates through safe pregnancies and safe deliveries. The national programme will provide special free antenatal care to about 3 crore pregnant women across the country in order to detect and prevent high risk pregnancies. The nationwide programme will provide fixed day assured, comprehensive and quality antenatal care to pregnant women on the 9th of every month. Pregnant women can now avail of a special antenatal check-up in their second or third trimesters at Government health facilities provided by gynecology specialists/ physicians with support from private sector doctors to supplement the efforts of the Government sector. These services including ultrasound, blood and urine tests will be provided in addition to the routine antenatal check-ups at the identified health facility/outreach in both rural and urban areas.  One of the aims is to identify and follow-up on high risk pregnancies in order to reduce MMR and IMR.

Lt Gen Vinod Vashisht takes over as DG NCC

Lt Gen Vinod Vashisht took over the reins of National Cadet Corps (NCC) as its Director General on 23 December 2016.

An alumnus of National Defence Academy, the General was commissioned into the Regiment of Artillery on 09 June 1979. A graduate from Defence Services Staff College, Wellington, the General has attended the Higher Command Course, National Defence College, IAS Professional Course and Emergency Management Course at Melbourne, Australia.

Successful Test Flight of Agni-5

Agni-5, the Long Range Surface-to-Surface Ballistic Missile was successfully flight tested by DRDO today at 1100hrs from Dr. Abdul Kalam Island, Odisha. The full range test-flight of the missile has further boosted the indigenous missile capabilities and deterrence level of the country. All the Radars, tracking systems and Range Stations tracked and monitored the flight performance and all the Mission objectives were successfully met. This was the 4th test of Agni-5 missile and the second one from a Canister on a Road Mobile Launcher. All the four missions have been successful.

Following are the main highlights of the activities of the Department of Food & Public Distribution during the year 2016:


I.              National Food Security Act (NFSA), 2013
The National Food Security Act (NFSA) was enacted in 2013 and was being implemented in only 11 States/UTs in May, 2014. During 2016, special attention was given for its implementation wherein remaining States/UTs were constantly pursued through meetings, conferences, video conferences (VCs), correspondence, visits etc. to expedite implementation of the Act.  As a result, 13 more States/UTs joined NFSA during the year and the Act is now being implemented in all the States/UTs and covers about 80 crore persons under the Act.

   For the first time under the NFSA, Rs.2200 crore has been released to State Governments as Central assistance to meet the expenditure incurred on intra-State movement of foodgrains and fair price shop dealers’ margins.   Under erstwhile TPDS, State Governments were required to either meet this expenditure on their own or pass it on to beneficiaries.

This is the first time after 40 years that the Prime Minister had attended the Plenary Meeting of North Eastern Council at Shillong which is the headquarters of the Council. The last Prime Minister to do so was Shri Morarji Desai in the year 1977. On this occasion, the Prime Minister announced various initiatives for developing NER.

Reporting Cash Transactions under Rule 114E of Income –Tax Rules, 1962


Rule 114E of Income-Tax Rules, 1962, for furnishing Statement of Financial Transactions (SFT) came into force with effect from 1st April, 2016. Any person who is liable for audit under section 44AB of the Income-Tax Act, 1961 is required to furnish a statement in respect of transaction at serial no. 11 of Rule 114E(2) relating to receipt of cash payment exceeding Rupees 2,00,000/- (Rupees Two Lakh) for sale of goods or service. Doubts were raised if such transactions are required to be aggregated for reporting.

The norms of aggregation contained in sub-rule 3 of Rule 114E have been amended vide CBDT’s Notification No. 91/2016 dated 6th October, 2016; clearly indicating that the said transactions did not require aggregation and the reporting requirement under SFT for this purpose is on receipt of cash payment exceeding Rupees Two Lakh for sale of goods or services per transaction.

PM’s remarks at inauguration of NISM campus: December 24, 2016


It is a pleasure for me to be here today to inaugurate this new campus. This is a time of slowdown in the global economy. Developed countries and emerging markets are both facing slow growth. Against this background, India is being seen as a bright spot. Growth is projected to remain among the highest in the world.

India’s place as the fastest growing large economy has not come about by accident. To see how far we have travelled, we should look back to 2012-13. The fiscal deficit had reached alarming levels. The currency was falling sharply. Inflation was high. The current account deficit was rising. Confidence was low and foreign investors were turning away from India. India was considered the weakest of the BRICS nations.

Want to make India a developed nation in one generation – Narendra Modi


Prime Minister Narendra Modi today said the aim of his government is to make India a developed country in one generation.

Addressing the investment bankers, financial experts and regulators after inaugurating the new campus of the National Institute of Securities Markets at Patalganga near Mumbai today, Shri Modi said, “ financial markets can play an important role in the modern economy by helping in mobilizing savings and channelizing the savings towards productive investments. India cannot become a developed country without world class securities and commodity markets.” He however, cautioned that financial markets can also damage, if not properly regulated. 

PM lays Foundation Stone for various development projects in Mumbai


The Prime Minister, Shri Narendra Modi, today laid the foundation stone for various development projects in Mumbai. These include two metro lines, the Mumbai Trans-Harbour Link, the Mumbai Urban Transport Project Phase-III, and two elevated roads. 

Earlier, the Prime Minister performed Jal Pujan for the Chhatrapati Shivaji Maharaj memorial, in the Arabian Sea, just off the Mumbai coastline. The Prime Minister said that performing the Jal Pujan of the Shivaji Memorial was very special, and he is glad to have got the opportunity to do so.

It has now been decided that all applicants of passports can submit any one of the following documents as the proof of DOB while submitting the passport application:

PM to Lay Foundation Stone of ‘Chardham Mahamarg Vikas Pariyojna’


Prime Minister Shri Narendra Modi will lay the foundation stone of the ambitious Chardham Mahamarg Vikas Pariyojna’on 27th December, 2016 at Parade Ground in Dehradun. The project aims at improving the connectivity to the Char Dham pilgrimage centres in the Himalayas, making journey to these centres safer, faster and more convenient. 

The Chardham project includes developing 900 km of national highways in Uttarakhand at a total cost of Rs. 1200 crores. Work for 17 projects worth Rs 3000 crores have already been sanctioned and tendered. The entire length of the highways will be two-laned with paved shoulder and with a minimum width of 10 metres. There will be tunnels, bypasses, bridges, subways and viaducts to prevent traffic bottlenecks. A team of experts have been engaged to identify zones prone to landslides, and environment friendly techniques are being incorporated in the design to make these zones safer.

The President of India, Shri Pranab Mukherjee addressed the 6th Convocation of MDS and 11th Convocation of BDS Courses at the Army College of Dental Sciences, Secunderabad today (December 23, 2016).

Speaking on the occasion, the President said unless citizens enjoy good health, their productive potential cannot be realized fully. It is important to ensure adequate coverage of the population with quality healthcare infrastructure. We have over 300 dental colleges in the country producing around 30,000 dentists annually. These numbers are somewhat inadequate as the ‘dentist to patient’ ratio is small, particularly in the suburban and rural areas. As against an already low ratio of 1:8,000 in urban areas, the dentist to population ratio is acute in rural areas with one dentist for every 50,000 people.

I&B Ministry revises timeline for Phase III & Phase IV of Cable TV Digitization


The Ministry of Information & Broadcasting is extending the cut-off date for Phase IV of Cable TV Digitization to 31st March, 2017 in lieu of uncertainty in the market due to pending court cases and unsatisfactory progress of installation of Set Top Boxes (STBs) in Phase IV areas. Digitization in rural areas was targeted to be achieved by 31st December, 2016 under Phase IV. A notification in this regard will be issued shortly.

102Villages Electrified Last Week; 11,429 Villages Electrified till date under DDUGJY

102 villages have been electrified across the country during last week (from 19thto 25thDecember 2016under Deen Dayal Upadhyaya Gram Jyoti Yojna (DDUGJY). Out of these electrified villages, 17 villages belong to Assam, 9to Bihar, 10 to Chhattisgarh, 29to Jharkhand, 5 to Manipur, 30to Odisha and1 each to Madhya Pradesh and RajasthanThe progress of ongoing electrification process can be tracked on http://garv.gov.in/dashboard


An update on ongoing electrification process: -
In view of the Prime Minister, Shri Narendra Modis address to nation, on Independence Day, Government of India has decided to electrify remaining 18,452 un-electrified villages within 1000 days i.eby 01stMay, 2018.  The project has been taken on mission mode and strategy for electrification consists of squeezing the implementation schedule to 12 months and also dividing village electrification process in 12 Stage milestones with defined timelines for monitoring.

Global Crude oil price of Indian Basket was US$ 52.83 per bbl on 23.12.2016

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 52.83 per barrel (bbl) on 23.12.2016. This was higher than the price of US$ 52.74 per bbl on previous publishing day of 22.12.2016.
In rupee terms, the price of Indian Basket increased to Rs. 3587.79 per bbl on 23.12.2016 as compared to Rs. 3581.83 per bbl on 22.12.2016. Rupee closed unchanged at Rs. 67.91 per US$ on 23.12.2016 as compared to Rs. 67.91 per US$ on 22.12.2016. The table below gives details in this regard:

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh presided over the ‘Good Governance Day’ function, here today. He launched six major initiatives of the Department of Personnel and Training (DoPT), Ministry of Personnel, Public Grievances and Pensions on the occasion of Good Governance Day.

मेरे प्यारे देशवासियो, नमस्कार। आप सभी को क्रिसमस की अनेक-अनेक शुभकामनायें। आज का दिन सेवा, त्याग और करुणा को अपने जीवन में महत्व देने का अवसर है। ईसा मसीह ने कहा “गरीबों को हमारा उपकार नहीं, हमारा स्वीकार चाहिये”। Saint Luke के Gospel में लिखा है “जीसस ने न केवल गरीबों की सेवा की है, बल्कि गरीबों के द्वारा की गयी सेवा की भी सराहना की है” और यही तो असली empowerment है। इससे जुड़ी एक कहानी भी बहुत प्रचलित है। उस कहानी में बताया गया है कि जीसस एक temple treasury के पास खड़े थे। कई अमीर लोग आए, ढेर सारे दान दिए। उसके बाद एक ग़रीब विधवा आई और उसने दो तांबे के सिक्के डाले। एक तरह से देखा जाए दो तांबे के सिक्के, कुछ मायने नहीं रखते। वहाँ खड़े भक्तों के मन में, कौतुहल होना बड़ा स्वाभाविक था, तब जीसस ने कहा, कि उस विधवा महिला ने सबसे ज्यादा दान किया है, क्योंकि औरों ने बहुत कुछ दिया, लेकिन इस विधवा ने तो अपना सब कुछ दे दिया है।

Jesus had said - “The poor do not need our favours but our acceptance with affection.” In the Gospel According to Saint Luke, it is written that – “Jesus not only served the poor but also praised the service done by the poor,”
