1.Vishwesh Chaubey, Principal Chief Engineer, South Eastern Railway has taken over as General Manager, Metro Railway, Kolkata from today i.e. on 09.05.2017. He is an IRSE officer of 1980 batch. He is B. Tech (Civil) from Institute of Technology, BHU and M.Tech. (Structures) from IIT, Delhi.
2.He has worked as Director of the prestigious Indian Railways Institute of Civil Engineering (IRICEN), Pune. which is imparting training to the government and private sector related mainly rail transport and allied areas. Under the stewardship of Shri Vishwesh Chaubey, IRICEN started award of M.Tech Degree in collaboration with Savithribai Phule Pune University (SPPU). He also worked as Chairman of various technical standing committees like Track Standard Committee, Bridge Standard Committee and Works standard Committee which cover full gamut of policies and procedures related to design, construction maintenance and up gradation of rail-road and allied areas.
3.He has also worked in the key posts of Northern Railway, namely, Chief Track Engineer (CTE) and Divisional Railway Manager (DRM), Firozpur .While working as DRM/ Firozpur, he carried out various works in Firozpur Division, including traffic facility and doubling works requiring non-interlocked working during construction stage at 33 stations. He also successfully handled various Kisan Agitations in Punjab and agitation of 2010 in Kashmir valley. During his tenure as DRM, he oversaw the re-introduction of train services under difficult circumstances after the destruction of Railway property caused by the agitators of Kashmir Valley.
4.During this stint in Railway Board as Executive Director/Civil Engineering (Planning), he helped in laying policies for rail-road upkeep and monitored implementation of higher axle load on Indian Railways covering multi-disciplinary aspects of implementation.
5.As Chief Engineer/Construction on Western Railway, he commissioned more than 500 kilometres of newly constructed Railway track on Western Railway. Various innovative projects of infrastructure development have been executed by him. The first project in Western Railway on Build Operate Transfer (BOT) basis, i.e. Viramgam-Mehsana Gauge Conversion project was conceptualized and awarded by him. He was also closely associated with Surendranagar-Pipavav Railway Line Project, another project on PPP basis executed by Joint Venture Special Purpose Vehicle (SPV).
6.As first and founding Director of Rail Vikas Nigam Limited (RVNL), a schedule A company of Indian Railways, he laid down various procedures and delegations for successful and speedy implementation of various projects through largely non-budgetary financial resources using a host of funding options from external multilateral agencies like Asian Development Bank (ADB), use of private participation model of Build Operate Transfer (BOT), Joint Venture SPV with equity participation by strategic and financial investors and debt from banks and financial institutions. For the first time in modern times, in the Rail sector, large value contracts were successfully awarded and executed by him. Here also various Railway Projects were successfully commissioned under his stewardship.
7.He has also worked in RDSO as Joint Director wherein he provided technical guidance to Railways for strengthening the existing MG bridges for carrying BG trains for speedy implementation of theuni-gauge policy of Railways. He has many reports to his credit, suggesting methodologies for the strengthening of weak railway formation.
8.He has worked in various divisions ofWestern, West Central, East Central and North Eastern Railways.
9.He has visited Railway Systems of USA, Italy, Singapore, Malaysia and Germany and undergone training at Tepper School of Business, Carnegie Mellon University, Pittsburgh.
10.He has co-authored “Handbook for Track Maintenance” and report on “Introducing Second Phase of Modernisation of Track”, along with many other leading experts of track technology on Indian Railways.He has many papers to his credit published in various national and international journals.
