Railway Board ने Railway Services (Implementation of the Unified Pension Scheme under the National Pension System) Rules, 2026 अधिसूचित कर दिए हैं। ये rules NPS के अंतर्गत आने वाले eligible Railway servants के लिए UPS को option के रूप में लागू करने की प्रक्रिया और pension framework को formally regulate करते हैं।

Rules मुख्यतः उन Railway servants पर लागू होते हैं जो 1 जनवरी 2004 या उसके बाद substantively appointed हुए हैं और UPS को NPS के भीतर option के रूप में चुनते हैं। जो employees UPS opt नहीं करते और NPS rules के अंतर्गत बने रहते हैं, उन पर यह framework उसी रूप में लागू नहीं होता।

Current reporting के अनुसार framework में qualifying service के आधार पर assured pension, minimum pension provisions, employee/Government contribution, lump-sum benefits, VRS-related provisions और specified circumstances में NPS पर वापस जाने की one-time switch facility शामिल है। Minimum assured pension का reported floor 10 वर्ष qualifying service पर ₹10,000 प्रति माह है; actual entitlement prescribed conditions और service record पर निर्भर करेगा।

Railway Employees के लिए महत्व

यह Railway employees covered by NPS के लिए major pension-policy development है। अब UPS का framework केवल broad policy announcement नहीं रहा, बल्कि Railway-specific rules में formally notified हो चुका है।

Practical Action

Eligible employees को जल्दबाजी में किसी unofficial calculation पर निर्णय नहीं लेना चाहिए। उन्हें:

अपनी appointment date और NPS status verify करना चाहिए;
qualifying service conditions समझनी चाहिए;
employee contribution और assured-pension calculation के prescribed rules पढ़ने चाहिए;
UPS option/switch की applicable deadline और procedure का इंतजार/सत्यापन official Personnel/Accounts instructions से करना चाहिए।
